Reference Number 0000304619 Pricing Lump sum 1. Mniku, Potlotek First Nation Coastal engineers from CBCL conducted preliminary and delineation surveys at the subject site at Mniku in Potlotek First Nation. The CBCL design team designed and proposed rock sill designs that satisfy the nature-based requirements of the funder (Natural Infrastructure Fund). A preliminary review of the initial designs raised potential concerns from regulators advising that a reduction of the rock sill footprint will reduce potential impacts to eel grass habitat thereby facilitating regulatory approval. 1.1 66% Design Package Existing designs for the Mniku rock sill are considered at 66% completion; however, regulators have advised to further reduce the footprint of the structures to minimize impacts to the identified eel grass habitat. 66% design will be updated to include methodology and rationale and presented to regulators for feedback. It will include 66% design drawings and Class B Opinion of Probable Cost. These designs will be used for permit applications. 1.2 99% Design Package Based on the completed 66% design and stakeholder feedback, the successful proponent will finalize the Mniku shoreline stabilization design for tender preparation. The 99% design will: Incorporate environmental findings (e.g., eelgrass and wetland boundaries) Optimize layout to minimize footprint and potential impacts Deliverables: Revised design memo with any updates to methodology or design rationale Full design drawings including: Existing site conditions Layout and geometry of rock sill structures Cross sections, materials, planting zones Construction details and notes Draft supplemental specifications Class A Opinion of Probable Construction Cost The design will be submitted for stakeholder review with provisions to revise based on comments before finalizing. 1.3 Tender Document Preparation Following review and approval of the final design package, the consultant will develop and issue the Issued for Tender drawings and supplemental specifications. This scope of work will include: Submit tender package to applicable regulatory agencies to obtain all necessary approvals. Develop the Issued for Tender package and issue for tender upon approval. Chair bidders meeting. Answer questions and issue addenda as necessary. Review bid submissions and recommend successful proponent. . Prepare signing documents and develop Issued for Construction package. 1.4 Construction Services Upon contract award with a construction contracting company, the Consultant will provide the following Construction Services: Schedule and chair regular meetings with contractor and UNSM. Coordinate all stakeholders and contractor. Confirm conformance of all submittals and shop drawings with contract documents. Issue project instructions and contemplated change orders as necessary. Respond to requests for information. . Review progress claims from contractor and provide progress estimates to UNSM. . Provide detailed deficiency list at time of Substantial Completion. Ensure all deficiencies are addressed. Provide certification of Substantial Performance and supervision of granting the Owner's Ready for Takeover as stipulated in DDCD 18 2023. Prepare and submit all as-built drawings at the end of the project based on contractor red line drawings. Construction supervision can be recommended as full-time during the construction period, or an inspection frequency can be agreed to following detailed design. 1.5 Environmental Permitting Environmental permitting at the Mniku site will require revisions to previously submitted regulatory applications, preparations and submissions of new regulatory Official bid documents must be obtained from www.merx.com and bid submissions must be done through the Merx platform.
