The scope of work includes providing biosolids land application services. The contractor is responsible for all labor, equipment, materials, supervision, and related services necessary to remove, transport, and land apply biosolids in accordance with all applicable regulations and permits. Bidders are instructed to submit prices, evidence of qualifications, and a list of similar projects completed. Submissions should demonstrate compliance with all specifications and regulatory requirements. The proposal is for the removal, hauling, and beneficial reuse/disposal of approximately 1150 dry tons of biosolids produced by the City's WWTP Proposals are for three (3) years, with the option to extend annually up to five (5) years. Event bid note: Each proposal submitted as part of this bidding process must be made on the blank form provided and submitted to Michael D. Rhoney, PE, Water Resources Director, 146 N. Church St., Asheboro, NC 27203, or mailed to PO Box 1106, Asheboro, NC 27204-1106. The name and address of the Proposer must be plainly written on the outside of the envelope, and the envelope marked ''PROPOSALS FOR BIOSOLIDS MANAGEMENT SERVICES FOR THE CITY OF ASHEBORO WASTEWATER TREATMENT PLANT.'' The City reserves the right to reject any or all Bids. Bids may be rejected for any reason determined by the Owner's governing board to be in the best interest of the City. If a contract is awarded, it will be awarded to the lowest responsible and responsive bidder, taking into consideration quality, performance, and the time specified in the proposals for performance of the contract. The City also reserves the right to waive informalities. Upon award by the City Council, the City will execute a Biosolids Management Agreement with the lowest responsive, responsible proposer.
