The work requires performing Phase I and II Environmental Site Assessment activities at the Jackson Street/East of Fort de la Presentation Site, a City-owned property in Ogdensburg, NY. The selected contractor is to develop a draft Phase I Environmental Site Assessment and provide supporting materials to the Department of State and the Department of Environmental Conservation for review. A Phase II Environmental Site Assessment Work Plan cannot be developed without a completed Phase I. For Phase II, the contractor must develop a draft Work Plan to include: Statement of Objectives, Identification of Investigation Areas, Site Conceptual Model, Sampling, Analysis, and Monitoring Plan, Health and Safety Plan, Quality Assurance Project Plan, and Project Schedule. This draft will be reviewed by the Department and DEC, and comments must be addressed in subsequent revisions and in the final plan. After approval, a final Phase II Environmental Site Assessment Work Plan and materials are to be submitted. The subsurface investigation will follow the scope as laid out in the approved Work Plan, including soil and groundwater sample collection according to ASTM E1903-19 and analysis by a NELAP-certified laboratory. After completion, a draft Phase II Environmental Site Assessment Report documenting investigation findings is to be developed and submitted for review. Compliance with funding requirements is required, with preference to NYS MWBE Certified Firms or those committing to significant MWBE utilization as subcontractors or service providers.
