The CITY OF ELSA is soliciting competitive sealed proposals from qualified entities to provide construction services for the CITY OF ELSA PACIFIC TRAILS RESTROOM AND LANDSCAPE located at the northwest corner of N Bowie St and Fourth Ave. The City has selected an architect/engineer to prepare construction documents for this project. Bidding documents, selection criteria, estimated budget, project scope, schedule, and other relevant information are available in digital format from the architect. Printed sets are the responsibility of the bidders. No security deposit is required for digital copies but a bid security of 5% of the largest possible total of proposals must accompany each proposal. Performance and payment bonds for 100% of the contract value will be required upon issuance of a contract for construction. Proposals must be submitted in a sealed envelope clearly marked with the project name and must be signed by the offeror or an authorized representative; unsigned proposals will be rejected. The evaluation and ranking of proposals will be based on published selection criteria including purchase price, reputation, quality, experience with similar projects, and litigation history. The City will select the offeror that offers the best value based on these criteria and may discuss cost reduction options with the selected offeror. If an agreement can't be reached, the City may proceed to negotiate with the next ranked offeror.
