Removal and disposal of existing underground storage tanks (UST), associated piping, backfilling and compacting the excavation area. Constructing a new reinforced concrete tank pad with a secondary containment curb and protection bollards, installing two above-ground storage tanks and all associated pump, hose, values and supports. Additionally, the contractor will ensure all removal and all new construction is compliant with SCDES and USEPA regulations. EMAIL: Williamsa@dnr.sc.gov TELEPHONE: (839) 224-0948 Construction Cost Range: $90,000 TO $140,000 The work under this contract includes the furnishing of all labor, materials, equipment, and all items and services of every nature whether particularly mentioned or not that is required to complete the construction of: The scope of work includes removal and disposal of existing underground storage tanks (UST), associated piping, backfilling and compacting the excavation area. Constructing a new reinforced concrete tank pad with a secondary containment curb and protection bollards, installing two above-ground storage tanks and all associated pump, hose values and supports. Additionally, the contractor will ensure all removal and all new construction is compliance with SCDES and USEPA regulations. 1. The Contractor shall be responsible for the complete removal and lawful disposal of the existing underground storage tanks (USTs), including all associated piping and components, in full compliance with the regulations of the South Carolina Department of Environmental Services (SCDES). This scope includes coordination with SCDES throughout the removal process, as well as facilitating any required environmental testing, soil sampling, or reporting as mandated by regulatory authorities. Following removal, the Contractor shall backfill the excavation using clean, compacted fill material and restore the site to its original natural grade in accordance with the requirements set forth in Sections 0300 and 0400 of the project specifications. 2. Upon completion of the USTs removal and site restoration, the Contractor shall construct a new reinforced concrete tank pad measuring 16 feet by 16 feet with a thickness of 6 inches. The pad shall be constructed using 4,000 psi concrete and reinforced with one layer of #4 rebar spaced 12 inches on center in both directions. A compacted 4-inch layer of graded aggregate base shall be placed beneath the pad. The pad shall incorporate a 8-inch-high monolithic concrete curb around its perimeter to provide secondary containment in accordance with USEPA requirements, designed to accommodate the total capacity of two 1,000-gallon tanks. Additionally, the Contractor shall install sixteen (16) protective bollards evenly spaced around the pad. Each bollard shall consist of 4-inch diameter Schedule 40 or Schedule 80 steel pipe, filled with concrete, securely anchored, and finished with a safety yellow powder-coated exterior for durability and visibility. 3. The Contractor shall supply and install two (2) new UL2085-rated 1,000-gallon aboveground storage tanks (ASTs), each with a factory-applied corrosion-resistant painted finish. Tanks shall be installed with all required components, including steel saddles, atmospheric vents, fill and vent piping, isolation valves, and secure caps. Each AST shall be equipped with a dedicated electric-powered stainless-steel pump designed for fuel dispensing. Each pump shall include an automatic shut-off nozzle and be supplied with a minimum of 12 feet of 1-inch diameter fuel hose. All work associated with tank and equipment installation shall comply fully with applicable federal EPA Spill Prevention, Control, and Countermeasure (SPCC) regulations, as well as relevant NFPA standards and local code requirements. 4. The contractor is responsible for coordinating directly with SCDES and USEPA for all aspects of the tank installation and ensuring full compliance with state and federal SPCC regulations throughout the project duration. Prior to the start of construction, the contractor shall submit shop drawings for all design elements of the project--including, but not limited to, the tank pad, containment structures, tank system, pump configuration, and any associated infrastructure. All drawings shall be prepared and sealed by a licensed professional engineer and submitted to the South Carolina Department of Natural Resources (SCDNR) for review and approval. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
