Progressive Design-Build Services for Wabasso Island Utilities Improvement & Septic-to-Sewer Conversions In accordance with section 287.055, Florida Statute, the Indian River County Board of County Commissioners is requesting Statements of Qualifications (SOQs) from firms, design-build teams, or other legal entities appropriately licensed and capable of providing Progressive Design-Build Services. The Board of County Commissioners reserves the right to accept or reject any and all submittals and to waive any and all informalities. Question Deadline 11/04/2025 at 2:00 PM ET Online Portal Indian River County Department of Utility Services (IRCDUS) was formed over 30 years ago when the County's water, wastewater, and solid waste utility services were consolidated under one department. IRCDUS now provides water and wastewater services to over 50,000 accounts. The water system, which is the largest in the County, provides service to a population of approximately 110,000 including residential and commercial within an urban service area (USA) of approximately 41 square miles. The water system includes two water treatment plants with a total of sixteen wells, two demineralized concentrate treatment facilities, approximately 900 miles of pipeline, and 10 million gallons of treated water storage. The wastewater system, with four regional wastewater reclamation facilities and more than 484 miles of sanitary sewers, is also the largest such system in the County. IRCDUS maintains and operates a reuse system comprising approximately 45 miles of pipeline, 3 million gallons storage tank and pumps. Project Overview Required services under the Progressive Design-Build (PDB) project delivery model, include project management, planning, engineering, permitting, and construction services, for Wabasso Island Septicto-Sewer Project ("Project"). The Project is part of a multi-year Septic-to-Sewer (S2S) Program aimed at converting residential and commercial properties on septic systems to connect with the IRCDUS sewer network. The Wabasso Island S2S Project is a planned project in the S2S Program, consisting of residential properties that currently do not have County sewer and water service. The Wabasso Island community of Vero Beach, FL 32963, is a neighborhood of approximately 110 homes on septic tanks adjacent to the Indian River Lagoon. Wabasso Island is generally located on Live Oak Drive between US-1 and Hwy A1A, just south of CR 510. Attachment A provides the GIS plot of the Project area. The septic tanks in this area leach potentially harmful nutrients into groundwater that may lead to the Lagoon. The Project comprises upgrades of approximately 2300 linear feet (LF) of a 4-inch water main and approximately 2100 LF of a 3-inch sewer main on Live Oak Drive, and the extension of approximately 13,500 linear feet of public sewer infrastructure that consists of new sewer mains and laterals to connect the properties. It is estimated that the S2S conversions will result in approximately 3,600 lbs. per year of nitrogen reduction. Public Construction Bond in an amount equal to 100% of the GMP PROJECT LOCATION: The Project will be located in Vero Beach, FL within Indian River County;Lat/Long (27.7561, -80.4119). See Figure 1 for a site map. The DEP Grant Funds associated with this Agreement were awarded based on local contributions pledged towards the total project costs: $2,475,000.00 from Indian River County. A summary of the local contributions will be required in the Final Quarterly Progress Report, and financial supporting documentation shall be provided upon request. Date of Expiration: April 30, 2029
