The project consists of removal of the existing Cell 3 stormwater diversion berm (aka rain flap) and associated stormwater conveyance piping; restoration of landfill liner (if applicable), geosynthetics, and landfill protective cover aggregate; removal of two (2) associated stormwater conveyance culverts, restoration of protective cover aggregate, cover soils and vegetation where pipes were removed; removal of silt-impacted protective cover aggregate within Cell 3 and replacement with clean aggregate to design specifications. Question Deadline 10/24/2025 Contractors must submit questions through the Public Purchase web site, The scope ofwork includes the removal of an existing HDPE liner rain flap stormwater diversion berm that is dividing the active and inactive waste disposal area within Cell 3 at the Carroll County Northern Landfill. Also, as part ofthis project an existing stormwater culvert(s) and geomembrane sump will be removed. The work includes, but is not limited to, the following: Removal of the existing temporary stormwater separation berm where shown on the drawings. 2. Removal of existing protective cover aggregate and staging for replacement after removal ofrain flap. 3. Upon exposing existing drainage composite, it shall be cut (hook blade knife) and peeled back to expose the existing primary liner. 4. Cut the 16 oz.SY non-woven cushion geotextile as shown on the Construction Drawing. 5. Perform nondestructive testing of existing extrusion weld. 6. "Connect" existing drainage geocomposite where the rain flap weld was exposed and cut. 7. Replace staged protective cover aggregate back over cushion geotextile/ geocomposite. 8. Remove and replace silted protective cover aggregate as directed by OWNER or their representative. 9. Remove the existing stormwater culverts and geomembrane sump line.* 10. Cleanup ofwork area and restoration of any other areas disturbed during the course of performing the work.
