The Contractor shall provide all equipment, labor, and materials necessary to deliver comprehensive waste and/or recycling services for Virginia Beach City Public Schools (VBCPS), including approximately eighty-three (83) schools and six (6) office locations. Services shall include regular and emergency collection, container provision and maintenance, processing, and compliance with all applicable regulations. Waste Collection and Disposal: o Regular waste collection (locations and frequency in Attachment C and D). o Disposal of general commercial waste. o Provision and maintenance of appropriate waste containers. o Emergency or unscheduled pickups as needed. o Compliance with all local, state, and federal regulations. Recycling Collection and Processing: o Collection and recycling of the following mutually accepted materials: o Newspapers o Cardboard o Junk mail and catalogue-quality papers ("fibres") o Clear, green, and brown glass bottles and jars ("glass") o Aluminum cans and foil ("aluminum") o Steel cans ("steel") o #1 through #7 plastic containers ("plastic") o Container recycling collection for all designated VBCPS facilities. o Provision of uniform, durable signage for all recycling bins indicating acceptable materials. o Development and implementation of an education and participation campaign to promote recycling among VBCPS employees and students. o Identification and listing of materials considered contaminants. o Monthly weight report by school submitted to the Department of Custodial Services. Additional Requirements: o Contractors shall be responsible for all aspects of service provision, including collection vehicles, labor, drop-off containers, processing of recyclables, and delivery to final markets. o All materials collected shall become the property of the Contractor at the point of collection. o Contractor shall describe the disposal process and provide assurance that all recyclable materials are properly recycled.
