Sealed bids will be received by the Village of Sheffield for the "School Park All-Seasons Project-Site Improvements." The work includes construction of 436 linear feet of concrete barrier curb, a new 95-space HMA parking lot, water and sewer service lines, approximately 15,849 square feet of new sidewalk/pathways connecting to existing, and seeding, grading, and surface restoration. Bids must be hand-delivered at the time of bidding unless other arrangements are made with the Village Clerk. Plans and specifications can be accessed online or viewed at Chamlin & Associates, Inc. Full-size plans and specifications are available for purchase at a non-refundable cost of $50 per set. The project will be financed, in part, with Illinois Department of Natural Resources funds, and is subject to various state and federal laws including the Illinois Prevailing Wage Act, Illinois Steel Products Procurement Act, Illinois Works Jobs Program Act, and the Business Enterprise Program for Minorities, Females, and Persons with Disabilities Act. 50% of the labor hours must be performed by actual residents of Illinois. This project also adheres to the Byrd Anti-Lobbying Amendment and applicable provisions related to nondiscrimination, sexual harassment, and equal employment opportunity. Bids shall be accompanied by a certified check or bid bond in the amount of 5% of the gross amount of the bid, payable to the order of the Village of Sheffield. Bids may be held by the Village for up to 60 days for review prior to awarding the contract. The Owner reserves the right to accept or reject any or all bids and to waive any informalities in the bidding process.
