The purpose of this solicitation is to receive statement of qualifications to acquire services with the specifications for Richland School District Two for the following project: Architectural- Engineering (A/E) service for the Spears Creek Complex. Project Description: The district is seeking a qualified architectural and engineering team to provide services at Richland Two Spears Creek Complex. Introduction Richland School District Two (District) is soliciting statements of qualifications, from a qualified team (Consultant), for architectural and engineering (A/E) services to be provided at the Richland Two Spears Creek Complex which is located at 501 Spears Creek Church Rd. The District intends to select a consultant to provide this service. 3.2. Background Richland Two has recently purchased 501 Spears Creek Church Rd., Elgin SC 29045. The Richland County Tax Map number is TMS R25700-05-01. Below is current information regarding the property and the district's up to date due diligence. Property Overview: Building Size: 146,483 sq. ft. Acreage: 29.79 acres Year Built: 2010 Parking: 1,290 spaces Condition: Excellent; minimal upfit required. Prior Use: Former Verizon call center and former school for Southeastern Health and Wellness Institute. Building Features: kitchen, cafeteria, former gym, storage, open floor space, office space, classrooms space. Due Diligence: Office of School Facilities: Approved purchase of building Phase 1 Environmental: Clear and Approved SCDOT Approval: Approved (8/6/25) Roof Inspection: Completed. (8/1/25) Needs new roof. Needs repairs. Roof report available Mechanical Assessment: District Approved. System is in good working order and been properly maintained. HVAC report available Survey: 2023 Survey approved by District and OSF Building Inspection: Completed by District Staff. Approved IT: Servers and infrastructure in good working order. The district intends to hire an A/E firm to provide programming, design and construction administration. The delivery method of construction is intended to be Construction Management at Risk. The current intended use includes office, counseling, testing, classes, conference space, school, and others yet to be determined. 3.3. Scope of Services The A/E firm will be responsible for providing a variety of design services, including but not limited to: Architectural plans Structural plans Mechanical plans Electrical plans HVAC plans Plumbing plans Civil/site plans Landscape design The Selected Offeror will be required to retain and be responsible for all basic engineering disciplines such as: Mechanical Electrical Plumbing Fire protection Landscape architecture Civil engineering Structural engineering The A/E firm may be required to provide a combination of these services for any given project. Offeror MUST have extensive knowledge and experience with the Office of School Facilities (OSF) and K-12 facility new construction and renovations in South Carolina. Offeror is required to identify and select sub-consultants; however, the District reserves the right to approve proposed sub-consultants that will be associated with any future projects.
