Renovation of a mixed-use development in New York, New York. Completed plans call for the renovation of a medical facility.
INTRODUCTION The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting bids and subsequently awarding a single firm-fixed-price contract for the design-bid-build EHRM Infrastructure Upgrades construction project at the Brooklyn VA Medical Center (VAMC) located at 800 Poly Place, Brooklyn, NY 11209. PROJECT DESCRIPTION The Brooklyn VAMC is seeking a general contractor to completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and materials and perform work for EHRM Infrastructure Upgrades as required by drawings and specifications. Project scope includes, but is not limited to, the following infrastructure upgrades: Electrical (electrical panel upgrades, power [normal, emergency]); Bonding; UPS; Building Management System interfaces; new and upgrades to existing HVAC; reconfiguration, expansion, and renovation of existing space (demo, new construction, finishes); renovate Building 14 First (1st) Floor Regional Data Center space; Construct Data Center (site work, demolition, new construction, finishes, HVAC, UPS, cable management, power); communication infrastructure (new data outlets, patch panels, upgrades to Cat 6A cable) in buildings as necessary; physical security upgrades; upgrade to fiber infrastructure backbone campus-wide within buildings and between buildings; site civil work / investigation as required; and hazardous material abatement. Project scope includes Buildings 1, 2, 4, 14, 15, and site. All work is to be performed in accordance with the drawings and specifications. ADMINISTRATIVE The solicitation will be issued as an Invitation for Bids (IFB) conducted in accordance with FAR part 14 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be issued as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside. Offers received from other than SDVOSB concerns will not be considered. The applicable North American Industry Classification System (NAICS) code is 236220 with a size standard of $45.0 million. The solicitation will be issued in January 2026. The period of performance is 730 calendar days from the issuance of the notice to proceed. In accordance with VAAR 836.204, the magnitude of construction is between $20,000,000 and $50,000,000. This notice is not a request for competitive offers. All questions must be submitted in writing to the issuing office via email to Kara.Evert@va.gov. Telephone calls will not be accepted. Questions of a technical nature or questions related to the procurement must be submitted in writing by the prospective offeror via email to Kara.Evert@va.gov and Richelle.Gray@va.gov. The cutoff date and time for receipt of questions is February 11, 2026, at 1:00 PM ET. *The value for this project is based on a financial range.
