Various SPP Modifications . Question Deadline 11/12/2025 at 5:00 PM ET All questions should be placed in writing and directed to the Engineer, Angela Hintz at ahintz@jmdavidsoneng.com. Payment can be made by credit card or by a check made payable to Avalon Document Services. Bids may be held for a period not to exceed 60 days from the Bid Opening. No proposal or bid will be considered unless it is accompanied by a check duly certified by an incorporated bank or trust company payable to the Buffalo Sewer Authority, in the amount of not less than five per cent (5%) of the bid, or, in lieu of such check, by a bid bond prepared on the form of Proposal Bond attached hereto, payable to the Buffalo Sewer Authority, approved as to form by the Corporation Counsel of the City of Buffalo and as to sufficiency by the Comptroller of said City, and executed by the Bidder, as principal, and by a duly incorporated company authorized to guarantee the performance of contracts and to do business in the State of New York, as surety, in the penal amount of not less than twenty-five per cent (25%) of the amount of the aggregate bid. Proposal Bond need not be submitted for approval prior to the opening of the bids. The successful Bidder will be required to furnish a Payment and Performance Bond each in the full amount of the Contract with a surety company approved by the Owner, licensed to perform business in the State of New York. The bidder must comply with all provisions of the Labor Law of the State of New York in the performance of this agreement. In accordance with the provisions of Section 220 of the Labor Law, prevailing wages to be paid to laborers, workers and mechanics have been determined and fixed by the Comptroller of the City of Buffalo, New York The Buffalo Sewer Authority reserves the right to reject any or all Bids or to waive any informality in the Bidding. 25% participation goal for MBEs, a minimum 5% participation goal for WBEs, and a minimum combined 30% participation goal for M/WBE. M/WBE suppliers will be counted toward this participation goal. A. The Work consists of installation of new weir plates in four sewer patrol points (SPPs) with the Buffalo Sewer Authority's combined sewer system, repair of the weir plate in one SPP, and the installation of control panels, conduit, and sensors at three remote monitoring locations. B. The Work includes, but is not limited to, preparation of existing concrete, fabrication of weir plates, installation of weir plates, installation of new sanitary sewer controls, installation of sensors, routing conduit from sensors to control cabinets, fabrication and installation of control cabinets, and restoration of the project sites. 1. Furnishing labor, material, superintendence, power, light, heat, fuel, water, tools, appliances, equipment, supplies, services and other means of construction necessary or proper for performing and completing the Work 2. Maintaining the Work area and site in a clean and acceptable manner 3. Protection of finishing and unfinished Work 4. Furnishing proper equipment and machinery, of a sufficient capacity, to facilitate Work and to handle issues normally encountered in Work of this character. 5. Furnishing, installing and protecting necessary supports, anchor and attachment bolts, and other appurtenances needed for the installation of the Work. C. The Work is located in the City of Buffalo, in Erie County, NY, at the following locations: 1. SPP 336B - Humboldt Parkway 2. SPP 175 - Michigan Avenue at DodgeStreet 3. SPP 176 - Michigan Avenue at Riley Street 4. SPP 177 - Michigan Avenue at Glenwood Avenue 5. Smith Perry Real Time Control (RTC) site - near intersection of Smith Street and Clifford Street 6. SPP 340 - Hagen Street near Kerns Avenue 7. SPP 097 - 12 Babcock Street 8. Perry Blvd Manhole 20144 between Erie Street and Connecticut Street (50 Perry Boulevard) D. The summary of the Work described in this section is an overall summary of the responsibilities of the CONTRACTOR and his relation to the OWNER. It does not supersede the specific requirements of the other Contract Documents
