East Town Sidewalks 2025 includes the installation of new as well as replacement of existing sidewalks, curb and gutter, ADA ramps, and driveways in the East Town project area. Specifications will follow current City Standards. Sealed bids must be received by the Director of Public Works before 10:00 A.M. on November 12, 2025. This project is supported with U.S. Department of Housing and Urban Development, Community Development Block Grant Entitlement grant funding, and certain federal requirements apply. All bidders are required to attend a mandatory pre-bid meeting and sign the attendance sheet. Wage rates are pre-determined by law and must be followed. The awarded contractor and subcontractors must provide a ten-hour OSHA construction safety program for on-site employees as required by Missouri law. A list of all subcontractors and documentation proving minimum qualifications must be submitted. The successful bidder must enroll in a Federal Work Authorization Program ensuring all employees have the legal right to work in the U.S. A five percent bid bond or certified check is required with each bid, and a performance bond must be furnished by the successful bidder. Contractors must be licensed with the City of Joplin. The City will ensure Disadvantaged Business Enterprises have full opportunity to submit bids and will not discriminate on the grounds of race, color, sex, or national origin. An approved Affirmative Action Program is required before contract execution. Payment will be made in cash.
