The City of Grand Terrace is requesting proposals for professional engineering and project management services to support the Gateway Specific Plan (Phase 1) development project. The selected consultant will assist the City in completing plan review, technical coordination, and compliance tracking consistent with California Public Works standards, the Subdivision Map Act (Gov. Code 66410 et seq.), and the City's adopted Engineering Design Standards. Compensation for the selected consultant will be based solely on actual time and services rendered, in accordance with approved hourly rate schedules and task authorizations. The City will not authorize payment for unperformed work or unused contingency amounts. The City intends to retain the same consultant for subsequent phases of the Gateway Specific Plan, subject to satisfactory performance and future City Council authorization. This continuity of service is intended to ensure consistent project management, efficient coordination with outside agencies, and comprehensive understanding of prior approvals and infrastructure sequencing. The Gateway at Grand Terrace Specific Plan encompasses approximately 112 acres in the southwest portion of the City, bounded by Commerce Way to the north, Grand Terrace High School to the south, I-215 to the west, and existing commercial and residential uses to the east. The project represents a long-standing City initiative to convert former agricultural land into a mixed-use community integrating residential, commercial, park, and public infrastructure improvements. It will deliver major drainage, roadway, and utility facilities necessary to serve the southwest portion of the City and advance the goals of the City's General Plan and 2030 Vision. Phase 1 includes preparation and approval of the Final Map (TR 20501), engineering plans for grading, drainage, and street improvements, and related actions to support infrastructure delivery and long-term maintenance through either City assessment districts or a homeowners' association. The method of Contractor Selection has not been Determined at this time.
