Site work and paving for a mixed-use development in Ballwin, Missouri. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.
A. This work shall consist of installation and maintenance of temporary erosion control measures required per the St. Louis County Sediment and Erosion Control Manual or as ordered by the Engineer during the life of the Contract, to control water pollution through use of berms, dikes, dams, sediment basins, fiber mats, netting, gravel, mulches, grasses, slope drains and other erosion control devices or methods. B. The Contractor will be responsible for creation and implementation of an erosion control plan which follows the requirements set forth in the St. Louis County "Sediment and Erosion Control Manual". The Contractor created erosion control plan must be approved by the resident engineer prior to commencement of construction activities. C. The temporary pollution control provisions contained herein shall be coordinated with the permanent erosion control features specified elsewhere in the Contract to the extent practical to assure economical, effective and continuous erosion control throughout the construction and post-construction periods. Pavement repairs, pavement milling, Superpave asphaltic concrete overlay, replacement of side road approaches, curb ramp improvements and installations, and traffic signal upgrades on Sulphur Spring Road from Manchester Road to Big Bend Road within St. Louis County and other incidental items necessary to complete the above in a workmanlike manner. St. Louis County Project No. AR-1826, Federal Project No. STP-9901(659) consists of pavement repairs, pavement milling, Superpave asphaltic concrete overlay, replacement of side street approaches, curb ramp improvements, and traffic signal upgrades along Sulphur Spring Road from Manchester Road to Big Bend Road. The successful Bidder or Bidders shall be required to comply with the most current applicable Federal (Davis-Bacon Act) and State statutory provisions concerning the payment of prevailing wages on public works, Section 290.210 through 290.340 R.S. Mo. 1959, as amended. All contractors must be on the Missouri Department of Transportations approved contractor listing, seven (7) days prior to bid opening. All questions must be submitted by 5:00 p.m. on November 12, 2025 via e-mail to Jill Allen, JAllen@stlouiscountymo.gov Bids must be accompanied by a certified check or bidder's bond in an amount equal to 5% of the total bid. All checks shall be made payable to "Treasurer, St. Louis County." The right is reserved by the St. Louis County to reject any or all bids. The DBE Goal for this project is 0 %. No 2nd tier subcontracting will be allowed on this project. MODOT - Sulphur Spring Road Resurfacing Anticipated Construction Cost Range: $2,200,000.00 to $3,000,000.00 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
