All general contractors must visit and examine the site prior to submitting their proposals. Bidders are required to have general liability and workman's compensation insurance. Bids must exclude taxes and be submitted on proposal forms provided by the architect. No bid may be withdrawn for ninety days after the scheduled closing. The owner reserves the right to reject any or all proposals and waive technical errors for the owner's interest. A certified check or bid bond payable to the Franklin County School District for no less than five percent of the bid amount, and not more than $10,000, must accompany the sealed proposal. Performance and payment bonds are required at contract signing. Bidders proposing above the licensing threshold must be licensed under Alabama law, and proof of license must be displayed on the bid envelope. Project documents are available online at the architect's website for review and printing. Only documents published through the architect's platform are endorsed.
