The project consists of furnishing all required materials, supplies, equipment, tools, and personnel to perform all necessary labor for the Public Water Improvements-ODOT Utility Relocation, State Job No 33757(06), US HWY 70. The work must be completed in accordance with the specifications and plans on file in the Owner's office at Mears Engineers, LLC, 4107 N Council Rd, Suite B2, Bethany, OK 73008. Each bid must be submitted in a sealed envelope bearing on the outside the name of the bidder, their address, and the name of the project. If forwarded by mail, the sealed bid envelope must be enclosed in another envelope addressed as specified in the bid form. All blank spaces for bid prices must be completed in ink or typewritten, in both words and figures. Bids received more than ninety-six (96) hours (excluding Saturdays, Sundays, and holidays) before the set time, as well as bids received after the deadline, will not be considered and will be returned unopened. A cashier's check, certified check, or surety bond amounting to five percent (5%) of the bid must accompany each sealed proposal as a guarantee of the bidder's ability to perform the contract and to enter into a written contract with the Owner to perform the work and/or furnish materials as per the plans and specifications, and to provide required bonds within ten days of bid acceptance. Each bid submitted is a legal offer and, when accepted by the Owner, constitutes a firm and binding contract. The Owner reserves the right to reject any or all bids, and may cancel all or any portion of the project within thirty days from the date of bid opening at its sole discretion. Questions regarding documents, discrepancies, omissions, or intent of the specifications or drawings shall be submitted in writing to the Owner through the Engineer at least seven (7) days prior to opening of bids to provide time for issuing and forwarding an addendum.
