Demolition, site work and renovation of a mixed-use development in Bloomingdale, Ohio. Conceptual plans call for the renovation of a 304-square-foot educational facility; for the demolition of a educational facility; and for site work for a educational facility.

The Board of Education of the Jefferson County Joint Vocational School District ( Owner ) is soliciting sealed electronic Statements of Qualifications from qualified professional design firms to provide architectural/engineering design and construction-phase services for the projects listed, pursuant to R.C. 153.65 153.71. Renovation of existing instructional areas to support a new Licensed Practical Nursing (LPN) program and a Computer Networking lab, including selective demolition; new partitions; doors/frames/ hardware; ceilings/LED lighting/WAPs; electrical and data outlets (no surface raceways); paint and flooring; a 20' 12' classroom and an 8' 8' office; sink installation on existing plumbing; infill of openings; conceal/relocate existing utility lines above ceiling; daily cleaning/ safety. Anticipated Start: May 1, 2026 Substantial Completion: August 1, 2026. SCOPE OF PROFESSIONAL SERVICES (as applicable): facility assessment; programming; code/ADA review; schematic design; design development & construction documents; multi-discipline coordination; cost estimating/value engineering; permitting; procurement assistance; construction administration (RFIs, submittals, site observation, pay app review, change management, punch list, closeout). The Owner may retain proposals on file for future projects with estimated design fees of $50,000 or less; firms should submit annual qualifications updates to remain eligible. PROPOSAL CONTENT & EVALUATION: Submittals must address firm background; team/ resumes; K-12/public sector experience; capacity/current workload; design-to-budget approach; QA/QC; estimating accuracy; construction administration; references; schedule approach; and a typical fee structure/cost breakdown. Evaluation will consider qualifications, technical approach, project understanding, and cost. The Owner may interview short-listed firms. If negotiations fail with the top-ranked firm, the Owner may proceed to the next most qualified. Recommended order: cover letter; firm overview; team/resumes; relevant projects (budget, schedule, references); capacity statement; QA/QC & cost control; schedule approach; fee proposal; insurance/ certifications.
