Renovation of a multi-residential development in Comstock Park, Michigan. Completed plans call for the renovation of a one-story above grade multi-residential development.
Kent County is soliciting bids for residential furnace removal and replacement, asbestos abatement, and plumbing repair services at 294 4 Mile Rd NW, Comstock Park, MI 49321. The scope includes removing material known or presumed to contain asbestos, with the requirement that all asbestos abatement activities must be completed by a contractor licensed by the State of Michigan Asbestos Program if the quantity exceeds 160 square feet or 260 linear feet. An independent asbestos clearance firm, approved by Kent County, must conduct a final visual inspection and air clearance exam upon completion. Contractors must verify quantities, ensure compliance with local codes, obtain all necessary permits and licenses, and provide proof of current licenses or certifications. Contractors are required to submit a copy of the EGLE Notification of Intent to Renovate/Demolish Form at least three days prior to submission to EGLE and provide a final Air Monitoring and Clearance Report after abatement. Workmanship must carry a minimum one-year warranty from the date of final acceptance, and all installed equipment/materials should include manufacturer warranties. The project will be awarded based on both all-inclusive project cost and individual line items. Bidders must comply with federal funding requirements, including labor laws and federal contracting rules. Contractors should encourage participation by small, minority, women-owned, and veteran-owned businesses. A signed Reduction of Hazardous Waste Contract Addendum must be submitted. Contractors and subcontractors must maintain active registration in the Federal SAM registry and provide all necessary insurance, including environmental/pollution liability with specified minimums. Three references from past or current clients of similar size and scope must be included. A mandatory pre-submission on-site conference is required for all bidders and all inquiries about the project must be made on the designated Inquiry Blog or at pre-proposal meetings. This project includes removal of material that is known or presumed to include asbestos. To submit a response to remove or encapsulate friable asbestos when the quantity of material is estimated at more than 160 square feet or 260 linear feet of friable asbestos-containing materials, respondent must be licensed by the State of Michigan Asbestos Program to engage in any asbestos abatement activities. Contractor to independently confirm quantity.
