The District is seeking bids for the removal and replacement of the pier. The pier at the Palms of Terra Ceia was damaged during the 2024 hurricanes. A majority of the damage is located at the waterward most portion of the access walkway (approximately 73 feet) and the terminal platform. As a mitigation effort, these portions of the pier will be elevated as outlined on the engineered plans prepared by the Owner's Representative. In accordance with the Plans, the contractor will be required to remove the remnants of the existing pier where scheduled to be replaced, including the removal of the piles as required for new pier installation. The new portion of the pier will be constructed of 10" square pre-stressed concrete piles to match the existing, however pile spacing is increased to reduce the number of piles. There are also 16 piles throughout the area to remain that are in need of replacement and will likely require shoring in order to replace. PT timber framing will be installed with stainless steel hardware. The access walkway is to have composite decking to match the existing to the greatest extent possible, while the terminal platform will be constructed of thru flow decking as a further mitigation effort. Lastly, railing is to be installed at the perimeter of the new portion of the pier to match the existing. Bidder shall provide alternate costs or the following: o While not anticipated, a cost is requested for drilling the pile if rock is encountered. This will be tracked on site and billed accordingly. o As a mitigation effort, installing stainless steel hurricane clips at each stringer connection for the length of the pier that is to remain. o An allowance, or budgetary cost, for performing the necessary minor repairs to the framing, decking and railing that are to remain, however are damaged/deteriorated. (Site visit recommended) o A cost for removing the storm debris from the mangroves on the property. (Site Visit Recommended). The bid must include, but is not limited to, the following items: o Mobilization and demobilization o Bonding (if required) and insurance o Erosion and sediment control measures o Surveying and testing as required o Demolition and proper disposal of the existing pier structure o Installation of new pilings, beams, cross-bracing, joists, decking, railings, and all associated stainless-steel hardware o Restoration of erosion control revetment All work must comply with applicable local, state, and federal regulations.
