Site work and new construction of a playground / park / athletic field in East Chicago, Indiana. Conceptual plans call for the construction of a one-story above grade playground / park / athletic field.

The work shall consist of construction of a splash pad and water slides in the Washington Park Pavilion. This project will include all work for a complete project and as included in the Construction Schedule and Specifications for the Washington Park Splash Pad. Instructions to bidders: - Bids must be submitted on the forms provided in the Contract Documents. - Each bid must be accompanied by a cashier's or certified check, or a bidder's bond, in an amount not less than 5% of the total bid amount, payable to the City of East Chicago, Indiana. - **As of December,19,2025 the project is canceled. Project is no longer needed.** The awarded contractor will be required to provide a Performance Bond and Payment Bond in the amount of 100% of the Contract Amount. - Bidders must provide all information required by the bid proposal form. - Liquidated damages for delay will be as provided in the Bid Proposal (5%). - Work hours will be as stated in the Technical Specifications. - Partial payment will be made monthly based on approved payment requisitions. - Contractors and all subcontractors must comply with all required Federal and State labor regulations, including Equal Employment Opportunity, E-Verify, Non-segregated Facilities, and Affirmative Action requirements, as well as East Chicago City Ordinances 05-0019. - Contractors and Sub-Contractors must pay not less than the common construction wage as determined by the United States Department of Labor under the Davis-Bacon and related acts for work done in Lake County. - Contractors must subscribe to the Indiana Plan and a joint apprenticeship and training program for that project and provide proof before any payments are made. - Fifty percent of the contractor's workforce in each initial craft must be comprised of residents of the City of East Chicago participating in the Indiana Plan, whenever possible. - The City of East Chicago, Indiana, reserves the right to reject any or all proposals or parts thereof and to waive all responsibility for irregularities in bids. The work shall consist of milling, resurfacing, sidewalk reconstruction and milling to repair tripping hazards, curb ramp reconstruction, and all other work necessary for a complete project and as included in the Construction Schedule and Specifications for the Washington Park Splash Pad.
