Redevelopment of the Yard Waste Composting Facility includes general site work such as demolition of the existing composting facility, earthwork, erosion control, stormwater system development; relocation of an existing fire hydrant, installation of new water supply lines; site improvements including paved surfaces and concrete pads; and construction of two new clear-span structures with structural supports and foundations. Bidders must complete and submit required forms: Bid Forms, Non-Collusion Affidavit, Bidder Safety Evaluation Questionnaire / Contractor Safety Record Information, Bid Bond (if applicable), Contractor Workforce Diversity Questionnaire, Contractor Qualifications, and EBOP Construction Forms. Bidders are responsible for meeting Underutilized Business Enterprise goals (MBE 11% and WBE 7%) by submitting required UBE Construction forms with their bid to be considered responsive. All inquiries, requests for substitution, and clarifications must be submitted in writing according to the directions in the Instructions to Bidders before the stated deadline. Each bidder must show evidence of a General Contractors License under Chapter 87 of the N.C. General Statutes. Any bid submitted without the required forms may be deemed non-responsive. The City of Durham reserves the right to reject any or all bids and waive informalities. SCOPE OF WORK A. Site Preparation 1. Implement sedimentation and erosion control measures including but not limited to: construction entrances, silt and stone filter fencing, and clear/grub the site. 2. Replace pond sewer connection; remove and replace the existing PVC sewer line and skimmer prior. 3. Remove and replace unsuitable soils; and perform site grading. B. Stormwater Improvements 1. Install drop inlets and culverts, outlet protection, and drainage channels. C. Water 1. Relocate existing fire hydrant. 2. Construct new water line and yard hydrant. D. On-Site Roadways 1. Install woven geotextile, compacted ABC stone course, and concrete surfaces. E. Site Structural 1. Construct wall foundations, column piers, and structural floor; install stone and structural backfill, concrete walls, pads, wear plates, and stops. 2. Construct sidewalks, and parking areas. F. Clear Span Building 1. Construct structural frames and openings. 2. Install fabric covering. 3. Install lighting, branch wiring, communication and security systems, grounding, and lightning protection.
