QA date :- 01/06/2025 at 4pm New Braunfels Utilities ("NBU") is soliciting Request for Proposals("RFP") for the North & South Kuehler Wastewater Treatment Plant Rehabilitation construction project Purpose of RFP The purpose of this RFP is for NBU to award a contract pursuant to Chapter 2269 of the Texas Government Code, as amended, for construction of the Project. The Project is further described in Section III, Scope of Work of this RFP. 3. Location The Project will be located at 1922 Kuehler Road and 1608 Coco Drive, New Braunfels, Texas. The Project has been designed by Quiddity Engineering, LLC. The Project is anticipated to include some or all of the following items within its scope: (i) construction of an expansion of the existing North Kuehler headworks including new screening channels and mechanical screens; (ii) construction of an expansion of the existing South Kuehler headworks including new screening channels and mechanical screens; (iii) construction of new chemical disinfection equipment and rehabilitation of the existing chemical building at North Kuehler; (iv) construction of new chemical disinfection equipment and rehabilitation of the existing chemical building at South Kuehler; (v) rehabilitation of the existing North Kuehler chlorine contact basin including replacement of all gates; (vi) rehabilitation of the existing South Kuehler chlorine contact basin including replacement of all gates; (vii) replacement of the North Kuehler membrane screen systems; (viii) replacement of the South Kuehler membrane screen systems; (ix) replacement of the gravity thickener mechanism at South Kuehler; (x) construction of a new catwalk in the South Kuehler belt press truck staging area; (xi) rehabilitation of South Kuehler aeration system; (xii) replacement of the existing process blowers, canopy, and electrical building at South Kuehler; (xiii) construction of one new vehicular access bridge across the tributary between North and South Kuehler; (xiv) offsite sanitary sewer and trunk line replacement; (xv) electrical work for all power, instrumentation, controls, communication, access, and security of all WWTP facilities; (xvi) replacement of all process, membrane, and digester blowers at North Kuehler as a BID ALTERNATE; (xvii) replacement of all membrane and digester blowers at South Kuehler as a BID ALTERNATE (xviii) conversion of North Kuehler aeration to fine bubble aeration as a BID ALTERNATE; (xix) replacement of the existing NPW system at North Kuehler as a BID ALTERNATE; (xx) replacement of the existing NPW system at South Kuehler as a BID ALTERNATE; (xxi) replacement of the existing sludge valves at North Kuehler as a BID ALTERNATE; (xxii) replacement of the existing sludge valves at South Kuehler asa BID ALTERNATE; (xxiii) replacement of the North Kuehler Membrane Thickener as a BID ALTERNATE; (xxiv) replacement of the South Kuehler Membrane Thickener as a BID ALTERNATE; and (xxv) all other appurtenances necessary to complete the Project. Responses are solicited for this service in accordance with the terms, conditions, and instructions set forth in this RFP. NBU shall accept requests for additional information or clarification concerning this RFP on or before 4:00 PM CT, December 4, 2025. NBU shall not answer any questions submitted after 4:00 PM CT, December 4, 2025. NBU shall have a reasonable amount of time to respond to questions or concerns regarding the RFP. NBU intends to respond to all questions; however, NBU reserves the right to decline to respond to a question or concern. The Work. The work consists of providing the necessary labor, materials, equipment, supervision, and plant to construct the North & South Kuehler Wastewater Treatment Plant (WWTP) Rehabilitation work including but not limited to: the headworks improvements, process blowers replacement, digester blowers replacement, membrane thickener blowers replacement, membrane screens replacement, aeration basins improvements, gravity thickener replacement, vehicle bridge, chemical systems replacement, chlorine contact basin improvements, offsite sanitary sewer improvements, NPW systems replacement, sludge valves replacement, and all associated piping, manholes and inlets, valves, fittings, thrust blocks and pipe supports, protective coatings, hydro-mulch seeding, site grading and paving, drainage structures, fencing, electrical; controls; duct bank and pull boxes; demolition items as specified; temporary facilities and all incidental components as shown on the construction drawings and contract documents necessary to construct, tie-in and make for a complete and operational system.
