The City of Salinas is requesting statements of qualifications (SOQs) from qualified contractors to establish an on-call list of pre-qualified contractors for each specialty area to assist City of Salinas in maintaining its facility assets, as these facilities represent considerable public investment. The city will issue facility related work through work orders. To the extent feasible, work orders will be distributed on a fair basis, bearing in mind the goal of meeting the needs of the City and rewarding good performance. Staff may apply criteria such as, but not limited to, timely and accurate performance of Work Order processes, quality construction, timely completion of Work Orders and close-out, safety record, meeting work order goals and objectives, project-specific requirements, and local employment participation. The Facilities Maintenance Division is responsible for the preventive maintenance and minor repair of City-owned buildings and other facilities to ensure they are safe and operational for the public. To maintain its facility assets, the Public Works department desires to retain multiple contracting firms that can provide general contracting or specialty services to City buildings and other facilities on an as-needed basis to enable the City to meet current and future construction and maintenance needs. All work performed must be in compliance with the latest California Building Standards Code, Title 24 of the California Code of Regulations (Title 24), e.g. CBC, CRC, CMC, CPC, CFC, NEC, CALGREEN, etc. Contractors will be required to furnish parts, materials, and supplies. In addition to complying with all applicable laws and regulations, Contractors shall have been in the same business as the same entity for a minimum of five years. Contracting firms are required for the following services: Acoustic Ceiling Repair Services Appliances Repair Services Aquatics and Fiberglass Repair Services Auto Swing and Slider Door Maintenance and Repair Services Cabinet & Countertop Services Canopy & Awning Maintenance and Repair Services Card Key Services (VERKADA Security Services) Carpet Cleaning Services Concrete Services Crane Services (Small Boom/Large Hydraulic) Demolition Services Drain & Sewer Cleaning Services Door Hardware & Lock Replacement/Repair Services Drywall & Finishing Services Duct Cleaning Services Electrical Services (Low Voltage-600) Electrical Services - Med/High Voltage (600+ Volts) / Line Work Electrical System and Equipment Testing Fencing (Wood/Metal/Chain Link) Services Fire Alarm Systems & Monitoring Services Fire Sprinkler System Services Flooring Services Gas Detection and Repair Services General Carpentry Services General Plumbing Services Glass/Mirror/Store Front Repair and Replacement Services Green Infrastructure Maintenance Guard Rail Replacement Services Hazardous Materials Abatement & Disposal Services Hot Water Boiler Services HVAC Control Services HVAC (Large Tonnage/Commercial) Repairs. All work orders will be based on negotiated pricing and/or hourly rates within the fee schedule included in the master agreement. Work orders may vary in scope and magnitude. Work order funding may include either federal, state, city funds, or a combination of said funding sources. Projects will be delivered in accordance with each individual work order documents, plans and specifications. There is no minimum guarantee of work under these contracts. The City does not guarantee Contractor will receive this volume of work. City may award contracts to other contractors for same or similar work during the term of the contract. Bonding will be required for any work order of and over $25,000. No Contract shall exceed five years, except as necessary to complete outstanding work orders that were issued within the term of the contract. It is anticipated that the top five contractor firms for each specialty area shall be selected to provide the services required in this RFQ. The City reserves the right to (1) reject any or all responses to this RFQ, (2) postpone award of the contract for a period not to exceed (90) calendar days from the date SOQs are due, (3) waive irregularities or informalities therein, and (4) take whatever action or make whatever decision it determines to be in the best of interest of the City. The City of Salinas assumes no obligation in this general solicitation of qualifications and all costs and expenses shall be borne by the individual parties responding to this RFQ. Local Purchasing Preference and Local Hiring for Public Works Ordinance (Section 12-28+): Pursuant to Municipal Code Section 12-28.020 and 12-28.040, where competitive bidding is used for those services where price is not the determining factor, contracting firms qualifying as a local business will receive local preference points equal to 10% of the total possible points. In addition, all contractors and subcontractors shall make a good faith effort, with assistance of local labor union hiring halls, to hire qualified individuals who are residents of the Monterey Bay Area in sufficient numbers so that no less than fifty percent (50%) of the contractor's total construction work force, on projects, including any subcontractor work force (with exception of specialty subcontractor items identified in this solicitation), measured in labor work hours, is comprised of the Monterey Bay Area residents. Declaration of Local Business Form must be on file with the City's Finance Department.
