The City of LaBelle is seeking sealed qualifications and proposals from qualified Design-Build teams to provide complete design and construction services for a new Animal Control Shelter. The project is funded by a $2,000,000 grant, which must cover all design, permitting, construction, fees, and contingencies. The Design-Build Team is responsible for all professional design, permitting, and construction services necessary to deliver a fully functional facility consistent with the City's provided concept and site plans. The facility must achieve Substantial Completion by June 1, 2026, with final reimbursement eligible through June 30, 2026. The procurement will use a two-phase selection process: - Phase One: Teams submit qualifications and are evaluated on organizational structure, relevant experience, technical competence, capacity, past performance, participation of minority and disabled-veteran businesses, and legal/financing standing. The City will shortlist at least three teams. - Phase Two: Shortlisted firms submit technical and price proposals, including preliminary design concepts, project schedule, and a Lump Sum or Guaranteed Maximum Price proposal.
