CR Number: 2128208 he Project generally consists of the following work: Contract 1 - General Construction: Furnish and install a new 200,000-gallon nominal pedesphere water storage tank, including but not limited to: site preparation and grading; installation of the concrete tank foundation; furnishing and installing inlet/outlet piping and a new water main to the tank; installation of a tank mixer, level transducer, cathodic protection system, lightning protection system, tank accessories and appurtenances, construction of a gravel access road, chain link fence and gate, and all associated site improvements. The tank shall be filled, disinfected, and tested in accordance with project specifications. Following successful commissioning of the new tank, the existing water storage tank shall be decommissioned and demolished as part of this contract. Work also includes modifications and upgrades to the existing booster pump station (excluding electrical work). Contract 2 - Electrical Construction: Furnish and install all electrical work associated with the new 200,000-gallon pedesphere water storage tank and modifications to the existing booster pump station. Work includes, but is not limited to: electrical service to tank, electrical conduits and wiring for tank mixer, level transducer, cathodic protection system, lightning protection system, and exterior and interior tank lighting; electrical connections and modifications associated with booster pump station upgrades; integration of SCADA control components and instrumentation for remote monitoring and control of the new tank and booster pump station; coordination with General construction Contractor for equipment installation; and all testing, calibration, and commissioning required to deliver a fully functional and integrated electrical and control system. Bid security in the amount of 5% of the Bid must accompany the Bid in accordance with the Instruction to Bidders. The successful Bidder will be required to furnish a performance bond and a payment bond, each in an amount equal to 100% of the contract price. Bidders will also be required to furnish a Non-Collusive Affidavit. Work shall be substantially completed by April 30th, 2027. Final restoration shall be completed and the project ready for final payment by December 31st, 2027. This project is publicly funded. The Bidders and their subcontractors must comply with New York State Department of Labor Prevailing Wage Rate Schedule and conditions of employment, Davis Bacon Federal Wage Determination Requirements, and the New York State Environmental Facilities Corporation (NYSEFC) Minority and Women's Business/Disadvantaged Business Enterprises Equal Employment Opportunity Program (and Service-Disabled Veteran-Owned Business Equal Opportunity Program, as applicable). The Contractor must use the higher of the prevailing federal, state, or applicable local wage rates paid to each trade for portions of the project further described in the Contract Documents. These rates apply to Subcontractors as well. The Village of Fort Edward, as Owner, reserves the right to waive any informalities or irregularities in the Bid received, or to reject any Bid without explanation .
