The Town of Moraga ("Town") seeks proposals from qualified civil and environmental engineering firms to provide design and related professional services for the Canyon Road Culvert Replacement Project. The project is financed through the Federal Highway Administration (FHWA) Emergency Relief (ER) Program and local Road Maintenance and Rehabilitation Account (RMRA) funds. This project replaces a damaged culvert and restores roadway and drainage infrastructure consistent with FHWA ER Program requirements This solicitation follows the One-Step Request for Proposals Method as defined in the Caltrans Local Assistance Procedures Manual (LAPM), Chapter 10. All work shall comply with applicable federal, state, and local requirements, including 23 CFR 172, 2 CFR 200, and the Brooks Act (40 U.S.C. 1101-1104). The selected Consultant will provide project management, engineering design, environmental documentation, and support through bidding and construction. The Town anticipates executing a single agreement encompassing preliminary engineering, right-of-way, environmental, and construction engineering services. The project has a compact completion schedule due to ER funding requirements. Any questions related to this RFP shall be submitted in writing to the attention of Town of Moraga via both emails at publicworks@moraga.ca.us and sknapp@moraga.ca.us. Questions shall be submitted no later than 5:00 PM on Monday, October 27, 2025. No oral question or inquiry about this RFP shall be accepted. The Town reserves the right to reject any or all proposals, to waive informalities, and to negotiate with any qualified respondent in the best interest of the Town. This RFP does not commit the Town of Moraga to award a contract, to pay any costs incurred in the preparation of a proposal for this request, or to procure or contract for services. The Town of Moraga reserves the right to accept or reject any or all proposals received as a result of this request, to negotiate with any qualified Consultant, or to modify or cancel in part or in its entirety the RFP if it is in the best interests of the Town of Moraga to do so. Furthermore, a contract award may not be made based solely on price. The method of Contractor Selection has not been Determined at this time.
