Dorman Hall Renovation - Phase II at Mississippi State University. Bidders shall submit their bids either in a sealed envelope or electronically. Sealed bids will be received at the Office of Procurement and Contracts, Mississippi State University. Electronic Bids will be received at plans.fm.msstate.edu and shall include a copy of their Certificate of Responsibility as an attachment to the electronic bid. Sealed bids and electronic bids will be received until 2:00 p.m. on December 9, 2025, at which time they will be publicly opened and read. Contract Documents may be obtained from the Office of Procurement and Contracts, Mississippi State University. Bid documents are available via original paper copy or PDF. Plan holders are required to register and order bid documents at plans.fm.msstate.edu. Bid preparation will be in accordance with Instructions to Bidders bound in the Project Manual. Mississippi State University reserves the right to waive irregularities and to reject any or all bids. Telephones and desks will not be available for bidders use at the bid site. QUESTIONS: Questions should be directed to the project Professional with a copy to MSU Office of Procurement and Contracts. Should a Bidder find discrepancies in or omissions from, the Drawings or Project Manual, or be in doubt as to their meaning, the Bidder should immediately notify the Professional and Office of Procurement and Contracts. The Office of Procurement and Contracts will send written instruction(s) or interpretation(s) to all known holders of the documents and copy the Professional. Neither the Owner, the Professional, nor the Office of Procurement and Contracts will be responsible for any oral instruction or interpretation. WORK COVERED BY CONTRACT DOCUMENTS A. Work Covered: Work covered by the Contract Documents is as shown in drawings and described in words in the Project Manual. The Project Title and location is indicated on the first page of the Project Manual. B. Start of Work: Work shall be started immediately upon issuance of a Notice to Proceed. Prior to this, all Contracts and beginning documents will have been executed and insurance in force. C. Time of Completion: The completion of this Work is to be on, or before, the time indicated in the Standard Form of Agreement Between the Owner and the Contractor.
