Demolition, site work and paving for a bridge / tunnel in Saint Charles, Virginia. Completed plans call for the demolition of a one-story above grade bridge / tunnel.

The work to be performed under the terms of this Specification consists of replacing 2 (two) reinforced concrete pipes with a single 10' x 4' box culvert and installing approximately 1.5 feet of flowable fill in the bottom of a single 60" RCP. The removed structures will be taken to the disposal area. The existing road will be raised approximately 1'. Minor grading will take place so that higher flows can move through the crossings more easily. The project is known as the ELY PUCKETT OFFICE DRIVE CULVERT REPLACEMENT PROJECT in LEE COUNTY, Virginia, for the Commonwealth of Virginia. A Mandatory Pre-Bid Conference will be held on Thursday, November 13, 2025 at 10:00A.M. EST at 335 Fairgrounds Road (entrance to Leeman Field Park), Pennington Gap, VA 24277. The purpose of this conference is to allow potential bidders an opportunity to present questions and obtain clarification relative to any facet of this solicitation. Due to the importance that all bidders have a clear understanding of the specifications, scope of work and requirements for this solicitation, attendance at the prebid conference will be a prerequisite for submitting a bid. Attendance at the pre-bid conference will be evidenced by the bidder or their representative's signature on the pre-bid conference attendance roster. No one will be admitted to the pre-bid conference after 10:00 A.M (EST). Any changes resulting from the Pre-Bid conference will be issued in a written addendum to this IFB.
