The City of Federal Way is requesting statements of qualifications and performance data from civil/environmental engineering firms for services that include survey, engineering, wetland design, environmental documentation, and construction management and inspection. The purpose is to provide plans, specifications, and cost estimates to restore "Kim's pond" to its natural conditions. The project scope includes removal of the existing constructed outfall, restoration of the stream and wetlands, re-establishment of the natural stream channel in line with the downstream culvert, elimination of all invasive species, and replanting with viable and site-appropriate native species. The work also includes obtaining all required local, state, and federal permits, including coordination with the Army Corps of Engineers. Instructions to bidders: A mandatory pre-submittal meeting must be attended. All responses must be submitted via email as a single PDF file (max 10 MB), clearly labeled in the subject line. Submissions must include a cover letter (1 page), general firm/team background (2 pages), key personnel details (3 pages), and references (1 page). No faxed, hard copy, or telephone statements will be accepted. Questions are to be submitted via email up to three working days before the deadline. All SOQs must be received by the listed deadline.
