Site work and new construction of a mixed-use development in Asheville, North Carolina. Completed plans call for site work for a playground / park / athletic field; and for the construction of a playground / park / athletic field.

As of February 09, 2026, this project has not yet been awarded. A timeline for award has not yet been established. The Town of Woodfin invites sealed bids for construction at Silver-Line Park, including: Park recovery and replace4ment of storm-damaged amenities Riverbank stabilization and flood mitigation Construction of new public restrooms The project is funded in part through FEMA Public Assistance and Hazard Mitigation programs. All contractors must hold a valid North Carolina General Contractor's License. Question Deadline 11/26/2025 at 5:00 PM ET - All questions concerning this solicitation shall be submitted by email Adrienne Isenhower, Project Manager aisenhower@woodfin-nc.gov Responses to Questions Posted: 5:00 PM, December 5, 2025 (Town website) Estimated Start (Mobilization): March 2, 2026 The Project generally includes: Park Recovery - the park site suffered significant flooding damage as a result of Tropical Storm Helene that requires demolition, replacement, construction, or reconstruction of certain park features that will either restore/replace to pre-Helene conditions (eligible for FEMA Public Assistance reimbursement) or improve pre-Helene conditions (eligible for FEMA Hazard Mitigation reimbursement). Features within the scope of this Project include: a. Demolition: signage, grills, trash cans b. Replacement: signage, recreational amenities (grills, picnic tables, park seating, etc), plant material, utility service/supply connections c. Construction: grading, park pavilion d. Reconstruction: riverside embankment, wetlands, playground surface and amenities Work to be completed is fully detailed in the Park Recovery CONSTRUCTION PLANS and DETAILED SPECIFICATIONS. Riverbank Stabilization - for a section of the riverbank compromised during the storm event, the project envisions significant regrading and revegetation to mitigate against future flooding. Work to be completed is detailed in the Riverbank Stabilization CONSTRUCTION PLANS. Public Restrooms - construct permanent public restrooms. The structure comprises two separate entrances (mens/womens) with each side including toilet, sink, and hand drying equipment. Site work entails construction of a concrete walkway and stormwater control features as detailed in the Restroom CONSTRUCTION PLANS.
