Grant administrative services for the Community Development Block Grant-Mitigation (CDBG-MIT) Local Hazard Mitigation Plans Program (LHMPP) grant program administered by the Texas General Land Office (GLO). The proposals of service and statement of qualifications shall be submitted via the County's e-bid website or as sealed copies, both digitally and in hard copy, addressed to Priscilla Zuniga, First Assistant Auditor, at the specified address. Proposals must be clearly marked with the reference number RFP-2025-0007 REFUGIO COUNTY CDBG-MIT GRANT and received by 2:00 p.m., Friday, November 14, 2025, to be publicly opened at that time in the Auditor's office. Specifications are on file in the County Auditor's office and may be obtained upon request via e-mail or the County's website. Any questions or requests for clarification must be submitted in e-bid or via email priscilla.zuniga@co.refugio.tx.us by November 7, 2025 at NOON 12 PM Scope of Work: The successful respondent(s) is to provide management services that may include but are not limited to the following: o Project Development and comprehensive administration of project(s) and the application process; o Ensure compliance per funding polices & guidance; o Attend meetings with other agencies in conjunction with and on behalf of the local government; o Collaborate with local government on project formulation, including assessments; information gathering (photo-document, gather records, drawings, insurance policies, historical photos, etc.) o Project development define project scope, size and include cost estimating, project submittals; o Provide ongoing guidance to maximize funding; o Coordinate and manage deliverables; o Assist with grant reporting; o Generate time extension request when necessary so that eligibility is not forfeited; o Assist with tracking in relation to projects submitted to avoid duplication of benefits and document final amount of all proceeds applied to each project; o Assist with tracking cost to projects for submission; o Assist in getting the necessary legal documents for proper filing; o Coordinate with local government staff to obtain all cost and necessary backup documentation required; o Track status and serve as a liaison between other agencies and local government; o Assist in responding to requests for information from the grant agency and/or other agencies; o Provide detailed and periodic management reports on the status including developments, revisions, submissions/approvals, open issues, financial overview, etc.; o Provide cash management reports showing the projected schedule for reimbursement requests and the actual status of reimbursements received; o Preparing public procurement documentation and providing additional procurement assistance, including but not limited to preparing and writing requests for qualifications, requests for proposals, or other applicable procurements for identified projects that align with the grant and follow federal guidelines; o Development of database/electronic system for tracking and management of project work including claims, grant application and status, and associated information facilitate effective documentation, management of grant management and funding programs, and information sharing; o Developing program guidelines, policies, procedure, implementation plans, or other pertinent documents; o Research, development, meet deadline submissions, and prepare grant required documentation for compliance per grant guidance;
