East Hartford Public Schools (EHPS) seeks a licensed and experienced HVAC contractor to provide indoor air ventilation improvements to classrooms and instructional spaces at Pitkin Elementary School, located at 330 Hills Street, East Hartford, CT 06108. Qualified contractors must have extensive experience with installation of both new and upgraded ventilation systems, including Energy Recovery Ventilation, in commercial building applications. Bids must be plainly marked with the bid number, bid name, opening date, and opening time. A mandatory pre-bid site tour is required for contractors to participate in order to view existing conditions prior to bidding. Questions must be submitted via e-mail by the specified deadline, and any addendums will be published on the East Hartford Public Schools website and the State of CT/DAS site. Bids must be received by the specified deadline. Questions related to this ITB must be submitted via e-mail to rovezzi.jl@easthartford.org no later than 4:00 pm on Friday, November 14, 2025. Construction will begin on June 15, 2026 (Start Date unless last day of school is pushed back due to unforeseen reason(s) and must be completed within 10 weeks of start date. With an anticipated start date of June 15, 2026, the project must be substantially completed by August 21, 2026. Scope of Work o Contractor will reference the project plans: Construction Drawings dated October 17, 2025, and Specifications dated October 17, 2025 developed by Innovative Construction & Design Solutions. o Work can be performed between the hours of 7:00 a.m. to 3:30 p.m. Monday through Friday (no Holiday or Weekend work unless authorized in advance), given a minimum 3 business days' notice of request to the Director of Facilities or designee. All EHPS offhour payroll costs for non-regular hours work, associated with required EHPS staffing for these off-ours requiring a Facilities worker at the site, will be charged to the contractor unless otherwise advised. o Locations other than work areas as identified on the plans will be occupied by school employees during construction for up to the entire duration of the project. Therefor the contractor will have access to only those construction zones as outlined in the scope while buildings are occupied. Contractors will be responsible to use safe and appropriate work practices and behavior at all times while in and around the building. All building entrances and egresses will need to remain clear and accessible during the project. Contractors personnel shall adhere to parking requirement as established at each location. Contractor will provide a list of employee names of those who will be working in the schools for both the contractor and subcontractors prior to the start of the work. o It is expected that the contractor will be staffed properly with the required number of workers in order to perform work at both locations as needed to meet the timelines. o Contractor will provide a "Schedule of Values" for review within 15 days after award date. East Hartford Public Schools reserves the right to reject or make modifications to the SOV in coordination with the contractor, if its' deemed in the best interest of the School District. o Contract award is anticipated to occur on DATE and contractor agrees to establishing material and product submittals for approval in a timely manner, along with placing orders so that there are no delays with meeting the project completion date. o Bid Sheet "Appendix "A" delineates three (3) separate line items (ERV-1, ERV-2, ERV-3) to phase the project, as well as a project "Total" for all three phases. Bidders must enter costs for all line items for consideration. ERV-1 to include the cost for the electric panel and installation. This Section includes testing, adjusting, and balancing HVAC systems to produce design objectives, including the following: 1. Balancing airflow and water flow within distribution systems, including submains, branches, and terminals, to indicated quantities according to specified tolerances. 2. Adjusting total HVAC systems to provide indicated quantities. 3. Measuring electrical performance of HVAC equipment. 4. Setting quantitative performance of HVAC equipment. 5. Verifying that automatic control devices are functioning properly. 6. Measuring sound and vibration. 7. Reporting results of the activities and procedures specified in this Section. 25% of the state-funded contract value for SBEs and 6.25% of the Requirements state-funded contract value for MBEs.
