Renovation of a playground / park / athletic field in Little Rock, Arkansas. Completed plans call for the renovation of a one-story above grade playground / park / athletic field.

The City of Little Rock Parks and Recreation Department is seeking qualified vendors to provide professional contractor services for the restoration of the existing boardwalk. Project is located at 400 President Clinton Avenue, Little Rock, AR 72201. Area is known as William E. Bill Clark Wetlands located in the Clinton Presidential Park - part of Riverfront Park. The capital city of Arkansas is also the states largest municipality with over 202,000 people calling it home. The City of Little Rock employs over 2,500 employees in 16 departments. It is our mission to ensure our City is a safe, secure, and prospering place to live, work, and play. Invitation To Bid (ITB) to businesses authorized in the State of Arkansas and qualified to provide the requested services outlined. The scope includes the William "Bill" Clark Wetland - Riverfront Park Restoration of Existing Boardwalk. 1. Demolition & Removal A. The vendor shall demo existing weather damaged materials including but not limited to existing handrails, cattle fencing, and decking boards. B. The vendor shall evaluate existing sub-structure conditions and replace them as needed. The substructure, if deemed unsuitable for new finished structure, shall be replaced. The sub-structure is to be replaced with new pressure treated #1 grade material, see attached framing sections for size and span of materials. C. Removal from project site all discarded weather damaged materials. 2. Site Preparation & Debre A. Material staging area has been predetermined by Owner see attached site plan. B. Owner provided (120 volt) electrical service for contractors for use is available on site, in defined location, see site plan. C. The vendor shall remove and clean the project site area of all construction debris daily and upon completion of project. Owner is not responsible for new materials left on site overnight or weekends during the project restoration. D. All Trex cut off pieces 24" long or longer are not to be discarded. Parks - Riverfront Maintenance team will remove from designated location determined by contractor and agreed by owner. 3. Structure A. Sub-structure may have sections that will be required to be replaced, due to weather damage. B. See As-Built drawings for all material sizes and spans. Provided by Owner, designed by USI Consulting Engineers, Designed April 30, 2010. Reference drawings used for this project are C2 - Site Plan, S6 structural sections. These are attachments. C. Trex Decking material is provided by Owner. Trex material is located at a Parks Maintenance facility. Vendor is required to pick up and transport daily or weekly amounts of materials needed to perform work. Due to limited storage space on project sites, vendors are aware not to disrupt other areas nearby that the community uses or passes through. D. Vendor to provide all pressure treated replacement lumber. Lumber to be #1 grade, no exception. All pressure treated materials and all fasteners for Trex decking and Lumber, including strip mounts will be purchased by vendors, except Trex provided by Owner. E. Replacement of any damaged steel cattle guard handrail wire is to be Hot Dipped Galvanized Steel, dipped in black paint or rubber coating to match existing. Sample to be provided to Owner before installation. Reuse of existing is recommended and preferred. Care should be taken when removing from weather damaged materials. 4. Safety & Barriers A. All areas of restoration construction work shall be barriered off from the community with suitable materials for safety, signage is also required. B. Signage in area of construction - "POSTED" No Access shall be clearly posted at all entry points. Vendor Questions Deadline: 11/18/25 @ 9:00 AM
