Site work and new construction of a laboratory facility in Manchester, Kentucky. Completed plans call for the construction of a one-story above grade laboratory facility.

Work includes a new single story district Materials Lab for the Kentucky Transportation Cabinet - District 11 in Clay County, Kentucky. The property is underlain by mine/roadway spoils. The building is supported on a mat foundation system. The new building consists of load bearing masonry with steel beams and metal roof deck. Exterior walls have brick veneer or metal panels with insulation. Interior partitions are metal studs with gypsum on both sides and batt insulation. The roof is standing seam metal roof. Interior finishes include gypsum, epoxy flooring, ceramic wall tile, and acoustical ceiling tile. Plastic laminate casework is located in the break area. HVAC systems consist of two 4-ton split systems connected to indoor units. All lighting will be LED. Bids will be received from Prime Contractors on a Lump Sum Bid Basis for the total project. All phases of work shall be bid to and through the Prime Contracting Firms. Bidders shall submit their bid on the official form supplied and in accordance with all conditions set forth in the bid documents. All bids must be accompanied by a bid guarantee of not less than five percent of the lump sum base bid and must provide a 100% Performance Bond and a separate 100% Payment Bond if selected. Bidders Qualifications, List of Unit Prices, List of Proposed Subcontractors, and List of Materials are required to be submitted with the bid. All documentation must be processed using the Owner's web-based document collaboration system, eComm. Bidders must be registered in the Commonwealth eProcurement System via the Vendor Self Service System (VSS). No bidder may withdraw their bid for thirty days after the opening date. The Division of Engineering and Contract Administration reserves the right to reject all bids and to waive informalities or technicalities in the best interest of the Commonwealth. All demolition/renovation must comply with Kentucky Division of Air Pollution Control Regulation 401 KAR 57:011. Use of tobacco products is prohibited on all grounds and buildings. The Equal Employment Opportunity Act of 1978 applies to all State government projects exceeding $500,000. Domestic and foreign corporations must be registered and in good standing with the Kentucky Secretary of State prior to award of contract. Foreign entities must submit their certificate of authority to transact business in Kentucky within fourteen days of bid opening or identify exceptions if not required by law. Allow 24 48 hours to complete Vendor Registration. Only submit bids electronically through the eProcurement system. Bids will not be accepted via mail or hand delivery. Question Deadline 11/24/2025 ALL TECHNICAL QUESTIONS SHALL BE EMAILED TO THE ARCHITECT/ENGINEER OF RECORD FOR THIS PROJECT. All questions regarding the meaning or interpretation of the bidding documents shall be directed in writing to the purchasing officer. Unless otherwise specified in the Solicitation, questions received less than ten (10) calendar days prior to the date for receipt of bids may not be answered.
