Reference Number 0000403740 Bid Intent Required with response Bid Intent Deadline 11/21/2025 04:00 PM EST The Town of Spruce Pine ("Town") is soliciting Statements of Qualifications (SOQs) from qualified architectural and engineering (A&E) firms to provide comprehensive professional services for the design and construction administration of a new FEMA-funded Public Works Facility. The selected firm will guide the project from basic design through construction close-out, ensuring full compliance with all applicable federal, state, and local regulations including FEMA Consensus-Based Codes, Specifications & Standards (CBCSS) where CBCSS is a FEMA term describing the framework that triggers and guides the use of current hazard-resistant design criteria (e.g., ASCE 24 flood-resistant design, ASCE 7 wind/seismic, 2010 ADA Standards, 2024 NC State Building Code et al). Tropical Storm Helene destroyed the Town's former Public Works Facility previously located at 165 Roan Rd, Spruce Pine, NC, 28777. The town has purchased property to reconstruct the facility in a more resilient location, the new property is approximately 7.2 acres, designated as PID 0890-00-74-5236 with a physical address of Highway 19E west of the intersection of Temple Mountain Road.
