The Florida Fish and Wildlife Conservation Commission is seeking competitive pricing for Orange Hammock WMA Road Repairs, in accordance with the specifications contained herein. The intent of this bid is to obtain competitive pricing for supplying, delivering, spreading, and grading shell road base material (Code 802 - Bank Run Shell Base) on McCall Ranch Road (an easement road that provides access to Orange Hammock WMA), per the specifications contained herein. Only responsive and responsible Contractors will be considered for award of this Invitation to Bid (ITB). The intent of this bid is to obtain competitive pricing for supplying, delivering, spreading, and grading shell road base material (Code B02 - Bank Run Shell Base) on McCall Ranch Road in Sarasota County. This project is designed to enhance recreational and hunter access to OHWMA as per specifications contained herein. 2. COMPLETION DATE 2.1. Work on this project must be completed and billed by June 13, 2026, and a final invoice delivered to the FWC Contract Manager no later than June 20, 2026. 3. PROJECT LOCATION 3.1. Orange Hammock WMA is located in the city of North Port, Florida (Figure 1). The area is accessed by McCall Ranch Road, an easement road, and is located 3.5 miles from the intersection of Toledo Blade Blvd and McCall Ranch Road. The Florida Fish and Wildlife Conservation Commission's (FWC or Commission) mission is to manage fish and wildlife resources for their long-term well-being and the benefit of people. The Commission administers six (6) major programs including habitat and species conservation, freshwater fisheries management, law enforcement, marine fisheries management, hunting and game management and fish and wildlife research. Certified Minority-owned, Woman-owned and Service-Disabled Veteran Business Enterprises, as certified by the State of Florida Office of Supplier Development, are encouraged by the Commission to participate in the bidding process. Question Deadline 11/19/2025 at 5:00 PM ET Anticipated date for Responses to Written Questions November 21, 2025. Any questions from Bidders that require an official FWC answer concerning this project shall be submitted in writing to the Procurement Manager Martin Ehlen martin.ehlen@myfwc.com. ROAD REPAIRS PROJECT 1: 4.1.1. Shell road base material (Code B02 - Bank Run Shell Base) will be supplied, delivered, spread, and graded on McCall Ranch Road. The repair location starts approximately 0.5 miles east of Toledo Blade Blvd and extends for 1.18 miles (Figure 2). 4.1.2. This will require an estimated 202 loads or 4,444 tons of material. The shell is to be spread and graded to a minimum depth of 4 inches and a width of 14-18 feet. The finished roadway should have at least a 4-inch center crown to allow water flow from surface. PROJECT 2: 4.1.3. An additional area on Main Grade (Figure 3) may be included in the project if funding allows or if additional material is available from the primary work site. Shell road base material (Code B02 - Bank Run Shell Base) will be supplied, delivered, spread, and graded. This project will require initial grading to pull existing road material into the road center followed by a heavy cap layer of Bank Run Shell Base. Completion of this area would require an estimated 206 loads or 4,532 tons of material. 4.1.4. NOTE: Trucks and equipment utilizing existing roadways are likely to cause some damage which will need to be completely repaired by the awarded Bidder (Contractor). 4.1.5. NOTE: Actual tonnages of material may be increased or decreased to stay within budget constraints, or to take advantage of additional funding. 4.2. ROAD GRADING PROJECT 3: 4.2.1 McCall Ranch Road grading (Figure 4) will consist of pulling material from the road edges to the middle filling all holes between the center of the road and the outer edge creating a smooth surface. The final product should have at least a 4-inch center crown to allow water to flow from the center to the outer road edge. The road is 3.6 miles in length and the road is to be graded immediately after Project 1 is completed. If Project 1 is completed prior to February 1 the 3.6 miles will need to be graded a second time between April 1,2026 and May 2026. The Commission reserves the right to reject any and all bids and to waive any minor irregularity in the submissions received in response to this ITB. The Commission reserves the right to consider all information, whether submitted or otherwise, to determine responsiveness and responsibility and to reject bids accordingly.
