Paving and renovation of a mixed-use development in Penn Wynne, Pennsylvania. Working plans call for the renovation of a one-story above grade power facility; one-story above grade parking garage; and one-story above grade library.
As of January 23, 2026, all bids received were rejected. The work includes, but is not limited to, demolition of the library's asphalt shingle roof with structural reinforcement of the wood rafters, selective roof deck replacement, installation of a standing seam metal roof system and roof photovoltaic system; selective demolition at the adjacent municipal parking lot and installation of carport photovoltaic system, including delegated design for the carport structure; coordination with PECO electric for switchover; and site restoration. Sealed proposals must be submitted online via the Pennbid Program. Each proposal must be accompanied by a bid guaranty as specified in the Instructions to Bidders. A performance bond and labor and materials bond in the amount of 100% are required, as well as a maintenance bond in the amount of 25%. Bidders may obtain drawings and specifications at no cost on the PennBid website. Bidders may view the exterior project area at 130 Overbrook Pkwy, Penn Wynne, PA 19096, and must furnish their own ladders and restore any suspended ceiling tiles moved during inspection inside the library. Questions regarding the project scope should be submitted via the "Messages" feature on PennBid. The awarded contractor must comply with requirements for Energy Efficiency and Conservation Block Grant and Montco 2040 Implementation Grant, as well as Build American, Buy America Act (BABA) requirements, and must be registered in the System for Award Management (https://sam.gov). Not less than the minimum salaries and wages set forth in the contract documents must be paid on this project, and the contractor must ensure non-discrimination in employment practices. The last day for receipt of written questions is end of business day of Friday, December 5, 2025.
