The City of Dallas Park and Recreation Department - Planning & Design Division seeks proposals from qualified landscape architectural and engineering firms for the design of the Five Mile Creek Trail - COG/DART (CSJ 0918-47-474) project under the 2024 Bond Program, Year One. The scope of work involves design, cost estimating, preparation of construction documents, and construction administration for a 14-foot-wide concrete shared-use trail within the DART corridor in southern Dallas. The work includes improvements such as pedestrian bridges, retaining walls, drainage systems, erosion control measures, and accessibility upgrades according to ADA and City of Dallas standards. The consultant must coordinate with TxDOT, DART, and other utility or regulatory agencies to ensure compliance with TxDOT Local Government Project Procedures (LGPP) and federal funding requirements. This RFP is issued to shortlisted firms from the City's Consultant Pool for selection of one consultant to provide all design and construction administration services for this project. *The value for this project is based on a financial range. If the portal fails, email your questions to Gimel Gimeno, P.E. at gimel.gimeno@dallas.gov Five Mile Creek Trail (CSJ 0918-47-474) - Westmoreland DART Station to Westmoreland Road at Pentagon Parkway and Hampton Road to Rugged Drive This federally funded project, supported by the Texas Department of Transportation (TxDOT) through the Congestion Mitigation and Air Quality Improvement Program and utilizing Transportation Development Credits (TDCs), includes design and construction of a shared-use path along Five Mile Creek. The trail consists of two segments: approximately 9,600 linear feet from the Westmoreland DART Station to Westmoreland Road at Pentagon Parkway, and approximately 3,400 linear feet from Hampton Road to Rugged Drive. The goal is to enhance bicycle and pedestrian mobility, safety, and regional connectivity. Scope of Services: o - Prepare preliminary engineering schematic and environmental documentation (NEPA) in accordance with FHWA and TxDOT standards. o - Design a 14-foot-wide reinforced concrete shared-use trail, including grading, drainage, and ADA-compliant accessibility. o - Design and specify prefabricated pedestrian bridges (truss or arch) to meet AASHTO HS-10 loading requirements. o - Design erosion retaining walls incorporating geotechnical recommendations for slope stability. o - Prepare full Plans, Specifications, and Estimates (PS&E) package for bidding and construction. o - Conduct ROW and topographic survey, including monumentation and LandXML deliverables. o - Perform geotechnical investigations across the trail corridor to support design of pavements, foundations, and bridges. o - Coordinate environmental clearance through THC, USACE, TCEQ, TPWD, and other relevant agencies. o - Conduct public involvement as required by NEPA process. o - Provide all documentation necessary for TxDOT Local Government Project Procedures (LGPP) compliance, including reviews, forms, and updates. o - Support construction phase coordination with TxDOT, including utility coordination and bid phase services as required.
