The AFLCMC/HNID Program Office is conducting market research to identify qualified vendors capable of providing security system upgrade, maintenance, and 24/7 monitoring services for a government-leased facility. The required services include the removal, delivery, and installation of an upgraded security system featuring a Physical Access Control System (PACS), Network Video Management System (NVMS), and Closed Circuit Television Video (CCTV) system. The CCTV system must include new internal and external Point of Entry (PoE) cameras, monitors, a Network Video Recorder (NVR), software, mounting brackets, EMT conduit, and cabling/wiring, all compatible with Windows 11. Vendors must also provide semi-annual surveys and alarm tests for all security system components, including existing equipment such as Airphone, Access Control System, DVR, Prox Readers, BMS, Motion Detectors, Monitors, and encrypted cellular communication systems compliant with UL2050 and featuring 5G backup. Additionally, continuous 24/7 alarm monitoring services are required, including alarm verification, notification of appropriate personnel (including SAPD), and maintenance of alarm event logs. Responses must include a company profile, technical approach, maintenance plan, monitoring capabilities, personnel qualifications (minimum SECRET clearance and U.S. citizenship), compliance with relevant standards (NIST, NEC, NFPA, OSHA, NFPA 101), confirmation of proper credentials for employees and subcontractors, sample reports, and a rough order of magnitude cost estimate for the upgrade, annual maintenance, and monitoring services.
