Partial Demolition and Repair of Gallows Bay Warehouse- St. Croix USVI Question Cut Off Date 11/19/2025 12:00:00 PM (AST) The Virgin Islands Port Authority ("VIPA" or the "Authority") is seeking bids from qualified and licensed general contractors to demolish the existing Cargo Warehouse and refurbish the exterior of the existing office building at the Gallows Bay Marine Facility on St. Croix, United States Virgin Islands. Each response shall include a Proposal Bond, at no cost to the Authority, in the amount of Ten Thousand Dollars ($10,000.00), payable to the Virgin Islands Port Authority. Failure of the Successful Respondent to execute the lease agreement within thirty (30) days after receiving the lease documents and furnish acceptable surety bonds and proof of required insurance prior to the lease execution shall be just cause for cancellation of the award and forfeiture of the Proposal Bond, not as a penalty, but as liquidation of damages to the Authority. Certified/cashier's checks may be accepted in lieu of a Proposal Bond. Proposal Bonds provided to the Authority in connection with the RFP shall be duly issued by an insurer or corporate surety (a) on a bond form provided by the Authority or on a form substantially the same as the Authority's form, and which obligates the Surety for at least one hundred twenty (120) days following the date on which responses to this RFP are publicly opened; and which is authorized to conduct insurance business in the Virgin Islands. Failure to furnish a Proposal Bond with a valid Power of Attorney or a certified/cashier's check, as specified, will result in rejection of Proposal for non-compliance Demolition of the existing warehouse to slab (approximately 140'x 45', 20' elevation). Concrete portion of warehouse wall along arrival building walkway to remain in place. 2. Removal and legal disposal of all materials at the project site--Including demo debris, planters in front of office building (3), and any items left in the vacant spaces to include the surrounding lot. VIPA will indicate any items that are on site that will be kept. 3. Concrete repair of north/warehouse facing office building exterior wall post demolition. 4. Repair of the existing concrete wall along the edge of the passenger terminal walkway. 5. Relocation of the existing security cameras and electrical wiring from the warehouse exterior. Wiring is to be rerouted to the left edge of the existing walkway and encased in concrete. 6. Installation of surface mounted light poles and fixtures to replace the warehouse mounted lights. Facility must remain lit throughout the night. 7. The contractor is responsible for a dust mitigation and environmental controls. 8. Installation of approximately 140 ft of fencing between the passenger terminal walkway and the secured dock area. New fencing is to match the existing facility perimeter fence. 9. Removal of approximately 150 ft of temporary fencing and existing gate directly east of the passenger terminal. The existing fence and gate are to be replaced with a new double swing gate and decorative fencing (80 ft) to match material of existing facility perimeter fence.
