The City of Manassas is soliciting bids for the construction of Dumfries Road Sidewalk in accordance with the plans and specifications. 5% Bid Bond: YES 100% Payment Bond: YES 100% Performance Bond: YES The City of Manassas is soliciting bids for the construction of Dumfries Road Sidewalk in accordance with the plans and specifications. B. The Contract Documents will in no event be deemed to include any soil, geotechnical or other reports, and surveys or analysis of any type which may be made available to the Contractor for review or information in connection with this Project. C. PERIOD OF CONTRACT The period of the Contract shall consist of one-hundred and fifty (150) calendar days to Substantial Completion and an additional thirty (30) calendar days to Final Completion after the issuance of the Notice to Proceed (NTP). The period of the Contract shall be for Construction to begin within fifteen (15) calendar days following the date indicated in the NTP and any extensions as allowed in the specifications. When issues with material availability exist, the NTP start date will be established by the City in coordination with the Contractor. Contractor must be VDOT Prequalified and included in the latest revision of the Department's List of Prequalified Vendors. The various statuses have no impact on this bid award. Contractor and the City recognize that time is of the essence of this Contract and that the City will suffer financial loss if the Work is not completed within the times specified, plus any extensions thereof allowed herein. The parties also recognize the delays, expenses, and difficulties involved in proving in a legal or arbitration preceding the actual loss suffered by the City if the Work is not completed on time. Accordingly, instead of requiring any such proof, the City and Contractor agree that as liquidated damages for delay, but not as a penalty, Contractor shall pay the City Five Hundred Dollars ($500) for each day that expires after the time specified for Substantial Completion and Two Hundred and Fifty Dollars ($250) for each day that expires after the time specified for final completion until the Work is completed. Any liquidated damages imposed on the Contractor will not be applied concurrently. Question Deadline 11/27/2025 A Bidder may submit questions and comments regarding this solicitation only to the Purchasing Manager or Purchasing Agent. To receive an answer, the Bidder must submit all questions and comments no later than fourteen (14) days before the Due Date. The Purchasing Manager or Purchasing Agent may also issue clarifications or modifications of the terms of the solicitation even if no Bidder requests it.
