The Societe de l'assurance automobile du Quebec is seeking bids for the procurement of construction services under the contract for Security at the Societe's head office. The work will be carried out under a construction management and execution model. Once the contract has been awarded, the Societe will assign the contract to the construction manager, Pomerleau Inc., which will become fully responsible for the contract as general contractor. The Corporation will not disburse any funds in connection with the performance of this contract, as the cost of the work is already provided for in the contract with the manager-builder entered into under tender CRW59842 (SEAO reference number 20006128). The contractor must accompany their tender with a tender bond valid for a period of 45 days from the deadline date and time set for the receipt of tenders. This bond must represent at least 10% of the amount submitted. The bond must be in the form of a tender bond issued in favor of the Corporation by a company legally authorized to act as surety, and this bond must comply with the provisions of the model bond provided in the appendix. The Company shall retain the bid bond of the lowest compliant bidder until the contract is concluded. It shall also retain the bid bonds of the second and third lowest compliant bidders for up to 45 days or until the contract is concluded. Before the contract is concluded, the Contractor whose name is selected will be asked to provide a performance bond in an amount equivalent to 50% of the contract amount, in the form of a surety bond issued by a company legally authorized to act as surety, in accordance with the third paragraph of section 12 of the Regulation respecting construction work contracts of public bodies. This surety bond must be issued in favor of the Societe de l'assurance automobile du Quebec and comply with the provisions of the model surety bond provided in the appendix. If defects, omissions or poor workmanship are reported to the Contractor and the Contractor refuses or fails to remedy them, the Corporation or the Manager-Builder may use the performance bond to have the additional work ordered carried out as it sees fit or to obtain compensation for the defects, omissions or poor workmanship found. The performance bond shall be valid for the entire term of the contract. If the bond is transmitted electronically, it must be such that it can be verified by the Company without having to obtain a password or pay a fee. It must be legible, printable and capable of being saved in electronic file formats recognized as acceptable by the Company and constituted in a single file. Acceptable formats include PDF. Before the contract is concluded, the Contractor whose name is selected will be asked to provide a guarantee for the Contractor's obligations for wages, materials and services in an amount equivalent to 50% of the contract amount, provided in the form of a surety bond issued by a company legally authorized to act as surety, in accordance with the third paragraph of section 12 of the Regulation respecting construction work contracts of public bodies. This surety bond must be issued in favor of the Societe de l'assurance automobile du Quebec and the project manager-builder and must comply with the provisions of the model surety bond provided in the appendix. If the Contractor fails or neglects to meet its obligations for wages, materials and services, the Corporation or the Manager-Builder may use the guarantee of the Contractor's obligations for wages, materials and services to remedy, as it sees fit, the omissions or negligence found. If the bond is transmitted electronically, it must be such that it can be verified by the Corporation without having to obtain a password or pay a fee.
