Pre-Submission Questions Deadline: October 28, 2025@ 2:00 PM (CT) Project Summary: Houston Public Works seeks submissions from qualified firms to develop strategies for enhancing the use and reliability of the City's existing water supplies and future water rights applications; to monitor and provide technical evaluations of new and ongoing activities related to the planning, development, regulation, and use of water resources; and provide technical support to City staff on the effects of proposed legislation on water rights by state agencies. M/WBE Goal: 5% Notification of Intent to Award (estimated) January 2026 Council Agenda Date (estimated) February 2026 Contract Start Date (estimated) March 2026 OF WORK 1.0 Develop strategies for enhancing the use and reliability of the City's existing water supplies and future water rights applications. 1.1 Provide services related to finding and obtaining new water supplies. 1.2 Provide services related to the creation of and technical support for water rights accounting plans related to new or existing water rights. 1.3 Provide services related to water rights and inter-basin transfers. 2.0 Monitor and provide technical evaluation of new and ongoing activities, including but not limited to rules, regulations, and programs related to the planning, development, regulation, and use of water resources by state and federal agencies. 2.1 Review new and pending water rights and reuse applications presented by competing interests for water rights to the Texas Commission on Environmental Quality (TCEQ) with respect to the impacts on City water rights in the Brazos, Neches, Sabine, San Jacinto, and Trinity River basins and adjacent coastal basins. 2.2 Recommend for consideration by City staff special permit conditions that would protect the City's interests when included in any permits issued as a result of new and pending water rights and/or reuse applications. 2.3 Provide services related to groundwater applications, groundwater reduction plans, and other groundwater-related efforts that the City needs. 2.4 Provide services related to policy issues on water reuse, environmental flows, instream flows, bay and estuary flows, and other environmental requirements that affect the City's surface water resources. 3.0 Provide technical support to City staff on the effects of proposed legislation on water rights by the Texas Legislature and State Agency actions on the planning, development, regulation, and use of water resources. 3.1 Provide technical review and advice on the effects of environmental and water resources legislation on the City's resources. 3.2 Provide technical review and advice during State Agency rulemaking and actions on water resources and related environmental issues. 4.0 Provide services for pursuing opportunities for the development of new long-term water supplies and uses, including but not limited to Allen's Creek Reservoir (contractual only), the Trinity River, the San Jacinto River, the Sabine River, the Neches River, reuse applications, groundwater, water loss, and/or water conservation efforts. 5.0 Determine the status and follow the activities of groundwater conservation districts, groundwater management areas, and subsidence districts in the Houston area to evaluate the effect of their proposed rules and programs on the City and its extraterritorial jurisdiction. 5.1 Determine the status and follow activities relating to or potentially affecting Region H water planning and the future of the City's surface and groundwater resources. 6.0 Assist, advise, and perform technical analysis for City Staff on water-related matters that may arise during the contract.
