Henry County is soliciting Statement of Qualifications (SOQs) from qualified firm(s) or organization(s) to provide consultant services for P.I. #0021215 Engineering Design Services for Camp Creek Greenway (from Red Hawk Baseball Complex to McDonough Square) This Request for Qualifications (RFQ) seeks to identify potential providers for the Scope of Services for the project/contract listed in Exhibit I. Firms that respond to this RFQ, and are determined by Henry County to be sufficiently qualified, may be deemed eligible, and invited to offer a technical approach and/or possibly present and/or interview for these services. All respondents to this RFQ are subject to instructions communicated in this document, and are cautioned to completely review the entire RFQ and follow instructions carefully. Henry County reserves the right to reject any or all Statements of Qualifications or Technical Approach, and to waive technicalities and informalities at the discretion of Henry County. Contract Term and Type Henry County anticipates one (1) Multi-Phase, Project Specific contract to be awarded to one (1) firm, for the project/contract identified. Henry County anticipates that the Contract Type may be Lump Sum, Cost Plus Fixed Fee, Cost per Unit of Work, or Specific Rate of Compensation. As a Project Specific contract, it is Henry County's intention that the Agreements will remain in effect until successful completion of the Preliminary Engineering (PE) phase of the project. Scope: All Engineering Consultants are advised that the intent of preparing plans for widening and paving is to provide information for construction and right-of-way acquisition. Engineering Consultant shall be pre-qualified by the Georgia Department of Transportation. The following requirements should be considered during proposal preparation: a. A policy on Geometric Design of Highways and Streets b. Plans for Camp Creek Greenway will be under one cover. c. Prepare a Concept Report. d. Prepare the NEPA document. e. Participate in the Preliminary Plan Review. f. Participate in the Final Field Plan Review. g. Consultant shall follow the GDOT Plan Development Process (PDP) for the design. All deliverables shall be in accordance with the PDP, Electronic Data Guidelines (EDG), GDOT Design Policy Manual, GDOT Drainage Manual, Plan Presentation Guide, Georgia Environmental Policy Act (GEPA) and the GDOT Environmental Procedures Manual. h. The work shall consist of database including mapping; hydraulic analysis for roadway structures; concept plans. i. Perform all work to obtain project limits, including but not limited to, US Army Corps of Engineers 404 and Federal Emergency Management Agency (FEMA) approvals. These efforts shall be coordinated with Henry County SPLOST Management. j. The consultant shall draft documents to secure all necessary permits including those required by the Georgia Department of Transportation and the U S Army Corps of Engineers. All environmental studies, documentation, investigations and any other efforts necessary to secure all necessary permits are part of the proposed work. k. The consultant shall prepare annual cost estimates for construction, right of way, and utilities. l. Public outreach shall be performed by the consultant. 2. The services to be furnished by the consultant shall be those necessary to perform survey, database preparation, preliminary construction plans, preliminary and final utility plans, right-of-way plans, staking of the required right of way, and final construction plans including signing, bridge, marking, erosion control, traffic handling, and construction sequence plans and specifications including special provisions for Camp Creek Greenway project. 3. The work shall consist of complete hydraulic analysis for roadway structures. 4. All engineering activities shall be accomplished in accordance with GDOT'S Plan Presentation Guide. The geometric details of each roadway shall be prepared to the latest edition of the American Association of State Highway and Transportation Officials, hereinafter referred to as "AASHTO Green Book", GDOT'S 2021 Standard Specifications for the Construction of Transportation Systems, Project Schedules, Henry County Design Standards Highway Capacity Manual, AASHTO 2018 Roadside Design Guide and the Manual on Uniform Traffic Control Devices (MUTCD, 11th Edition or current edition). 5. Any bridge shall be designed in accordance with the GDOT Bridge and Structures Manual, or to both: AASHTO LRFD Bridge Design Specifications, 9th Edition-2020 and AASHTO LRFD Guide Specification, 9th Edition-2020 and AASHTO LRFD Guide Specifications for Design of Pedestrian Bridges, 2nd Edition, 2009 6. The consultant shall provide a structure-type study and furnish a cost estimate for each alternate (design) for each bridge. The consultant will meet with the project manager to determine which alternate will be carried forward in preliminary and final phases. 7. All plans shall meet GDOT'S Plan Presentation Guide. 8. Construction plans shall include all required construction quantities in accordance with the GDOT Standards and Specifications and itemized using the GDOT Pay Item Index. 9. Right-of-way plans shall show each affected property with owner's name, Parcel ID number, tax map identification number, require rights-of-way area with legal description. All requirement easements (construction, driveway, permanent drainage and temporary) shall be shown. Plans shall be prepared for each individual parcel involving required right-of-way and/or required easements to construct the project as described in the GDOT Plan Presentation Guide. 10. All drafting and design work performed on the project shall be done utilizing Microstation and Inroads software respectively and shall be organized as per the GDOT'S Guideline on Electronic File Management. 11. The required right-of-way width for the project shall be 120 feet unless otherwise needed. 12. No work shall be performed on any phase of design until the County's SPLOST Transportation Director has given a written notice to proceed. 13. Consultant shall design the Stopping Sight Distance and Intersection Sight Distance per Henry County Code. These design values are to meet, or exceed, the related GDOT and AASHTO design policies and criteria. 14. Consultant shall provide information necessary for early coordination with Utility Companies. Under the terms of the resulting Agreements, the selected consultants will provide Design Services for P.I. #0021215 Camp Creek Greenway (from Red Hawk Baseball Complex to McDonough Square). The anticipated scope of work for the project/contract is included in Exhibit I. In addition, Henry County desires that the Consultant have the ability to provide, either with its own forces or through a sub-consultant team member, comprehensive services necessary to fulfill all preliminary engineering services which may arise during the project cycle.
