The purpose of this project is to design and construction two extensions of Storrs Street, together with customary municipal infrastructure, in accordance with the 1997 Downtown Master Plan, North End Opportunity Corridor Tax Increment Finance District Development Program and Financing Plan, the 2006 "Opportunity Corridor Master Plan", and 2030 City Master Plan in order to promote and encourage economic redevelopment in the Opportunity Corridor. The first phase of the project shall extend Storrs Street north to Constitution Avenue. In coordination with Phase 1, the existing Storrs Street Corridor shall be studied for coordination and cohesion of the entirety of the corridor. The second phase of the project shall extend Storrs Street south to Langdon Avenue. The project is included in the City's 2025 - 2034 Capital Improvement Program (CIP). As of November 13, 2025, further details have not yet been identified. *Project information has been obtained through a public capital improvement plan (CIP).
