Summary The City of Phoenix invites sealed offers for parts, installation and services for direct current batteries and power plants for a five-year contract commencing on or about February 1, 2026, in accordance with the specifications and provisions contained herein or the "Effective Date" which is upon award by City Council, conditioned upon signature and recording by the City Clerk's department, as required by the Phoenix City Code, whichever is later. Background The RWC Public Safety Radio Network consists of many radio sites located throughout the greater Phoenix valley as well as a few mountain tops. These sites work off 48VDC (48 volts of direct current). The power plant and batteries keep the equipment operational during a power outage. The batteries typically last seven to ten years before they need to be replaced. The contractor will need to travel to these sites to install or remove these batteries on an as-needed basis. Most of the work is performed during regular business hours; but depending on the circumstances, off-hours work may be necessary. This contract will also allow the city of Phoenix to purchase related parts and equipment to support existing and new battery-operated power plants. Scope of Work The purpose of this contract is to provide as-needed services for the installation, removal, and services for Direct Current (DC) battery systems at radio communications sites operated by the City of Phoenix. Services will be initiated at the request of the City of Phoenix Regional Wireless Cooperative (RWC). This contract also authorizes the City to purchase related parts and equipment to support both existing and new battery-operated power plants. The Contractor shall provide all labor, materials, parts, components, and equipment necessary to install, remove, and test Direct Current (DC) batteries, power plants, chargers, and associated equipment at radio site locations, on an as-needed basis. All work will be conducted under the supervision of the City of Phoenix RWC personnel and must adhere to current industry and manufacturer standards. 3.1. Installation and Removal of Batteries and Power plants The Contractor shall perform the following tasks as part of the installation and removal of DC battery systems and power plant components: Delivery, staging, and installation of new battery systems and power plant components. Electrical and mechanical integration with existing infrastructure. Test and turn up the system in accordance with industry and manufacturer standards. RWC will conduct a follow-up inspection to verify that the installed systems meet acceptance criteria. Safe disconnection and removal of outdated or non-functional battery systems. Documentation of all removed components, including serial numbers and condition. Maintain the integrity, cleanliness, and safety of the facilities throughout the installation process. This includes protecting flooring and walls from damage, properly disposing of waste materials, and coordinating with facility staff to ensure safe access and egress. Upon completion of services, the vendor shall perform a thorough site cleanup and restore all areas to pre-work conditions. Proper disposal and recycling of all removed battery cells in accordance with hazardous waste regulations. Submission of documentation detailing all work performed and materials disposed of, including disposal manifests or certificates as applicable. 3.2. Performance Testing The Contractor shall set up and conduct full-service performance tests for DC plant batteries, chargers, and associated support equipment as required by the RWC. All testing must be performed using current industry - and manufacturer-approved test equipment, standards, and practices. Upon completion of testing, the Contractor shall provide the City with a written report that includes: Detailed test results for each component. Repair recommendations, if applicable. A quote for any recommended repairs. All documentation must be clear, comprehensive, and submitted in a timely manner following the completion of testing services. 3.3. Repairs All repairs must be pre-approved by the City of Phoenix Radio Shop representative and follow the standards below: Replacement parts and components must match the original design and manufacturer specifications. Under no circumstances shall replacement parts: Alter the appearance of the original equipment, Void or affect the factory warranty, or Degrade the performance standards of the original equipment. Exceptions to those must be requested and approved by the City of Phoenix Radio Shop representative. 3.4. Parts and Battery Plant Equipment Parts required for the repair of existing systems or installation of new battery and charger systems may be purchased directly from the Contractor by the City of Phoenix Radio Shop, as needed. These parts are intended to support: Battery and charger repairs, and New installations performed by the City of Phoenix Radio Shop, in situations that do not require external vendor labor.
