Request for Qualification of Design-Build Entities for a New Juvenile Facility. All submittals must be clearly addressed to the Purchasing Department and include the solicitation name and number on the outside of the package. Respondents are responsible for ensuring that the submittal is delivered to the specified location by the due date and time. Late submittals will be considered non-responsive and returned unopened. Kaufman County reserves the right to reject all submittals and to waive any informality in submittals received, deemed to be in the best interest of the County. No officer or employee of Kaufman County shall have a financial interest, direct or indirect, in any contract with Kaufman County. In accordance with this Notice of Request for Qualifications ("RFQ"), Kaufman County ("County") hereby gives notice that it is issuing this RFQ to evaluate the qualifications of Design-Build Entities and their proposed Design-Build Teams for the purpose of selecting a Design-Build Entity to provide Design-Build services for the new 32-bed Kaufman County Juvenile Facility. Through this RFQ, the County invites the submission of Statements of Qualifications (SOQs) from corporations, limited liability companies, partnerships, joint ventures, or other legal entities capable of providing appropriately licensed contracting, architectural, and engineering services to plan, design, and construct the Project under the Design-Build delivery method authorized by Texas Government Code Chapter 2269, Subchapter G (2269.301 et seq.). The procurement will be conducted as a two-step best value selection process in accordance with 2269.305-2269.307. The selected Design-Build Entity ("Design-Builder") will deliver the Project with its Design-Build Team, which includes the Design-Build Entity itself and the individuals and other entities identified by the Design-Build Entity as members of its core team. The Work includes, but is not limited to, planning, design, preconstruction activities, and construction services for the new Kaufman County Juvenile Facility, a ground-up, approximately 37,800 square foot facility located in Kaufman County, Texas. The facility will provide 32 secure housing beds along with a full complement of support functions including classrooms, medical and counseling spaces, administrative offices, visitation areas, intake/booking, and recreation areas. The design and construction shall comply with all applicable state and local building codes, juvenile facility standards, and energy code requirements. The estimated construction cost is Thirty-Two Million Dollars ($32,000,000). In accordance with the provisions of the Texas Occupations Code, all architectural drawings must be prepared, signed, and sealed by a Texas Registered Architect, and all engineering drawings must be prepared, signed, and sealed by Texas Licensed Professional Engineers.
