Sealed bids will be received for furnishing all labor and materials, and performing all work required by the City of Bayou La Batre, Alabama for the Rolston Park Pier Extension project. This project involves providing an extension of the existing pier to include a 10-foot wide by 80-foot long pier with a 20-foot by 50-foot end area as shown on the plans and in accordance with the US Army Corps of Engineers permit. One hundred fifty (150) calendar days are allowed for the construction of the project. All bids must be on blank forms provided in the specifications and submitted in their entirety. A cashier's check drawn on an Alabama bank or a bidder's bond, payable to Bayou La Batre, Alabama, for an amount not less than five percent (5%) of the amount bid, but in no event more than ten thousand dollars ($10,000.00), shall be filed with the bid as a bid guaranty. The bidder's bond shall be prepared on the specified form and issued by a surety company authorized to do business in Alabama. A performance bond and a labor and materials bond, each in an amount not less than the contract price and in a form approved by the City, are required at the signing of the contract. A certificate of insurance coverage as provided in the specifications must also be furnished by the contractor at the time of signing the contract. The City reserves the right to reject any or all bids, waive informalities, and to adjust any item of material or work to change the amount of the contract. Liquidated damages for non-completion within the specified time will be assessed according to the contract terms. No bids will be considered unless the bidder is properly licensed and qualified to perform the work as required by Alabama law. Bidders must provide evidence of holding a current certificate to engage in general contracting issued by the Alabama Licensing Board for General Contractors. A qualifying license classification is required. Out-of-state corporations must furnish a certificate of authority to transact business in Alabama. Contractors must also provide proof of enrollment in E-verify if they have employees in Alabama. All bidders must be registered in www.sam.gov to confirm suspension status. The City will verify that the contractor does not appear on the federal excluded parties list prior to executing a contract. No bid may be withdrawn for forty-five (45) days after bid opening without the consent of the City of Bayou La Batre, Alabama.
