The water treatment plant improvements scope of work includes: o Water Treatment Plant Expansion to 4.95 MGD Capacity o Installation of Plate Settlers to Existing Sedimentation Basins o Installation of Membrane Filtration System and Building o Installation of two 500,000 Gal Above Ground Storage Tanks for Clearwells o Extend Sedimentation Basin Divider Wall to Create Break Tank o Installation of Membrane Feed Pump Station o Installation of a new Finished Water Pump Station and Building o Replace Flocculators Repairs to Sedimentation Basin Concrete o Application of Sedimentation Basin Coating System o Laboratory and Control Upgrades o Installation of Chemical Storage and Chemical Feed Building o Additions and Modifications to Instrumentation and Control Systems o New Generator o New Storage/Shop Building o Site Piping o Plant Building Architectural Upgrade including Lighting, Windows, Doors, Flooring, and Masonry Repair o Abandonment of Existing Gravity Filters o Site and Road Upgrades For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. P.L. 113-76, Consolidated Appropriations Act, 2014 (Act), includes an "American Iron and Steel (AIS)" requirement in section 436 that requires Clean Water State Revolving Loan Fund (CWSRF) and Drinking Water State Revolving Loan Fund (DWSRF) assistance recipients to use iron and steel products that are produced in the United States for projects for the construction, alteration, maintenance, or repair of a public water system or treatment works. All iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and Construction Materials. The following waivers apply to this Contract: o De Minimis, o Minor Components, o Pig iron and direct reduced iron MBE/WBE firms are encouraged to submit bids.
